Construction resumes on the multi-billion dollar Ben Luc expressway.

Package A6, passing through Dong Nai province , is over 16 km long and divided into 5 smaller packages. Of these, 4 packages have new contractors and construction resumed simultaneously from May 8th. These packages are all adjustable unit price contracts with a 12-month implementation period. Regarding package A6-4 (construction of the section from Km 49+950 to Km 52+400), VEC is currently accelerating the contractor selection process, with completion expected next month.

The Ben Luc - Long Thanh Expressway connects the Mekong Delta (from Ben Luc District, Long An Province) directly to the Southeast region (Long Thanh District, Dong Nai Province), and connects directly to Long Thanh Airport without needing to go through Ho Chi Minh City.

VEC stated that it will create the best conditions for contractors to complete the contract on schedule and with quality, in order to bring the entire Ben Luc - Long Thanh expressway project to completion as soon as possible.

Previously, in order to resolve difficulties and obstacles and restart construction of the project, based on a proposal from VEC, the Ministry of Transport submitted to the Government for approval an adjustment to the policy for the construction of the Ben Luc - Long Thanh expressway. The Ministry of Transport proposed that the Government adjust the investment capital structure and financial mechanisms for each source of capital in the project to conform with the policies approved by the National Assembly and the Government. At the same time, it requested permission to add capital mobilized by VEC to the project's capital structure so that the unit can use its accumulated funds and other legal sources of capital to complete some items/tasks of the project.

In addition, the Ministry of Transport also proposed adjusting the implementation time of this expressway to September 30, 2025, and extending the JICA loan agreement for the second time to December 31, 2025 to ensure sufficient time to use JICA loan funds to complete the construction of packages J1 and J3.

The Ben Luc - Long Thanh Expressway is 57.8 km long, passing through Dong Nai, Ho Chi Minh City, and Long An. One end connects to the Ho Chi Minh City - Trung Luong Expressway, and the other end connects to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The project has a total investment of approximately VND 31,320 billion in phase 1 (now updated to VND 27,510 billion ). After becoming operational, this 58 km expressway will not only shorten travel time from Long An to Dong Nai by 2 hours, but will also significantly reduce traffic congestion in Ho Chi Minh City and alleviate the burden on the existing Ho Chi Minh City - Long Thanh - Dau Giay Expressway, improving connectivity between the Mekong Delta and the Southeast region, and contributing to reducing traffic pressure on National Highways 1A, 51, etc.

Construction began in 2014, with the first kilometers expected to be open to traffic in 2018, but it was halted in 2019 due to changes in policies and regulations, resulting in a lack of funding. As of early March this year, the Ben Luc - Long Thanh expressway has 4 out of 11 packages basically completed, while the remaining 1 out of 7 packages (A7) is under construction, achieving 67.6% of the planned output, approximately 12.7% behind schedule.
