Rebuilding after Super Typhoon Yagi: Accompanying people when they need it, when they are in trouble

Storm No. 3 ( Yagi ) - a historic storm with terrifying power has made landfall in Vietnam for nearly a week. Despite preparations and response, this super storm still left behind very serious losses and consequences. Before, during and after the storm, the Party, State, Party committees, authorities at all levels, armed forces and people nationwide have strongly and synchronously deployed many solutions to minimize damage caused by storms and floods.
Saving people is the top priority
When the floodwaters from upstream rushed in, causing serious damage in the northern mountainous region, on September 12, the highest leaders of the Party and State directly went to the hot spots, places with "bubbling veins" on the weak dike section, the "flood center" area or the place where the terrible landslide occurred - Lang Nu... to share the losses of the people, encourage the rescue forces; promptly give close instructions to the authorities and functional forces.
Before, during and after the storm, the Party, State, Party committees, authorities at all levels, armed forces and people nationwide have strongly and synchronously deployed many solutions to minimize damage caused by storms and floods.
On the afternoon of September 12, while inspecting flood and storm prevention work and visiting and encouraging people in the flood-hit areas of Truong Sinh Commune, Son Duong District, Tuyen Quang Province, General Secretary and President To Lam warmly visited people being evacuated to the Phu Tho 1 Village Cultural House, Truong Sinh Commune. On behalf of the Party and State leaders, the General Secretary and President expressed his deepest condolences to the families whose relatives died due to the storm and flood; and expressed his sympathy and shared the difficulties and losses of the people in the areas affected by the storm and flood. Closely monitoring the situation of the super storm, Prime Minister Pham Minh Chinh has continuously issued many telegrams; directed ministries, branches, agencies and localities to focus on responding to the storm early and from afar with a proactive, resolute spirit, prevention and response at the highest level. The Prime Minister also assigned and established delegations led by Deputy Prime Ministers to directly inspect, urge and direct the implementation of response work in localities...; decided to establish a Forward Steering Committee to directly direct the response to the storm. On the afternoon of September 12, going directly to Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai province - where the landslide buried 37 households, causing 95 people to die and go missing, Prime Minister Pham Minh Chinh requested the Army, Police, Health and other forces to coordinate with local authorities to mobilize more forces and means to continue searching for missing people; treat the injured; and take care of the funerals of the deceased.
The Head of Government emphasized and requested Lao Cai province to study planning, arrange land funds, and support housing for people. For people who lost their homes in Lang Nu village, it must be completed before December 31, 2024. During the storm and flood, more than 150,000 police officers and soldiers along with tens of thousands of equipment and vehicles supported the people in the work of prevention, response, rescue, and overcoming damage. Notably, 3 officers and soldiers heroically sacrificed their lives, many comrades were injured, lost loved ones or suffered property damage while performing their duties. (Photo: Military News Agency/VNA) At the Launching Ceremony of Donation Support for People Affected by Storm No. 3 (Yagi) on September 10, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that in the midst of difficulties and calamities, Party committees at all levels, the government, and the Vietnam Fatherland Front mobilized thousands of cadres, soldiers, police, union members, youth, and communities to promptly help, evacuate, rescue, and protect people's lives and property. Armed forces and grassroots cadres braved danger to rush into storms and gusts to help people, leaving many good impressions in the hearts of the people. In response to Storm No. 3, the Army mobilized hundreds of thousands of cadres and soldiers (regular troops, militia, and reserve forces) and more than 10,100 vehicles of all kinds; including more than 400 special vehicles, thousands of cars, boats, and 6 helicopters. Military Regions 1, 2, 3, 4, 5; Hanoi Capital Command have supported people in securing their houses and evacuating from dangerous areas. The Border Guard Command has directed the Border Guard Commands of coastal provinces and cities from Quang Ninh to Binh Dinh to strictly manage vessels going out to sea; organize counting, guide the arrangement of anchoring ships and boats at safe shelters, and promptly handle any situations that may arise.
Rebuilding after the super typhoon
The super typhoon passed, immediately after flash floods, landslides, and inundation following the storm's circulation caused horror, grief, and loss to people in the northern provinces and cities. The work to overcome the consequences of the storm and flood is still being urgently carried out. Many people in the areas affected by the storm and flood are still in dire need of support and sharing. On the afternoon of September 13, military helicopters of the 916th Air Force Regiment (371st Air Force Division, Air Defense - Air Force Service) from Hanoi carried goods and necessities to continue to support people in isolated areas, with traffic cut off due to the impact of the storm and flood in Bao Lam and Bao Lac districts, Cao Bang province.
The flight carried nearly 2 tons of essential goods such as instant noodles, canned meat, drinking water, milk, dry food, life jackets, clothes, blankets, etc. to support people in flooded areas. Lieutenant Colonel Nguyen Van Hoang, Deputy Political Commissar of Regiment 916 (Air Division 371, Air Defense - Air Force Service) said that on September 13, the unit continued to prepare for 3 aircraft, including 2 official aircraft and 1 reserve aircraft. Previously, on September 12, military helicopters made the first flight of Helicopter Regiment 916 to perform rescue missions and transport necessities and life jackets to help people in flooded areas in Nguyen Binh district, Cao Bang province. Also transporting goods to Nguyen Binh district to support people on September 12 was the EC-155-B1 aircraft of the Northern Helicopter Company, Army Corps 18 ( Ministry of National Defense ).
Promoting the tradition of solidarity, mutual love, "Love others as you love yourself", "The whole leaf covers the torn leaf", the Presidium of the Central Committee of the Vietnam Fatherland Front has earnestly called on compatriots and soldiers nationwide, our compatriots abroad, member organizations of the Vietnam Fatherland Front, social organizations, enterprises, philanthropists at home and abroad, foreigners living and working in Vietnam... to share and help spiritually and materially, contributing together with the Party and State to quickly restore production and people's lives. Responding to the call of General Secretary,President To Lam and the Presidium of the Central Committee of the Vietnam Fatherland Front, in a very short time, many units, enterprises, organizations, individuals and localities nationwide have made noble gestures, calling for mobilization and registering to support compatriots affected by storm No. 3. As of 5:00 p.m. on September 13, 2024, organizations and individuals had transferred 775.5 billion VND to the Central Relief Mobilization Committee's account. The Central Committee of the Vietnam Fatherland Front has posted tens of thousands of pages of statements of donations to compatriots affected by storm No. 3. This is to ensure transparency, helping everyone to monitor all donations over the past time.
On the afternoon of September 13, the Department of Administrative Police for Social Order (C06 - Ministry of Public Security ) announced a program to join hands to provide emergency relief to people affected by floods on the VNeID platform. Colonel Vu Van Tan, Deputy Director of Department C06, said that the implementation of this program is meaningful, practical and timely, demonstrating the efforts in a very short time of the leaders, officers and soldiers of the National Population Data Center and accompanying units, with the desire to provide people across the country with a reliable, safe relief platform, sharing with people affected by storms and floods.
The spirit of mutual love, camaraderie, and patriotism is more than ever lit up in difficult times.
Through VNeID, the Ministry of Public Security wants to share the very heavy losses with the people in the flood-affected areas due to the impact of storm No. 3 (storm Yagi), promote the spirit of "Forgetting oneself for the country, serving the people", stand side by side to overcome all difficulties, quickly overcome the consequences after the storm, stabilize life, continue to develop the economy and society. At the same time, VNeID will assess the creditworthiness of borrowers, from which the people in the flood-affected areas will receive notices of support for unsecured loans with banks to have funds to stabilize their lives and production activities after the natural disaster. On the morning of September 13, a "miracle" happened - the best news in the flooded area of Lang Nu, Phuc Khanh commune, Bao Yen district, in the past few days was that 2 households with 8 people who were thought to be missing had returned safely. At 4:15 p.m. the same day, 3 more people from Lang Nu village were lucky to escape death in the fierce flood because they had gone to work far away. Thus, on September 13, Lao Cai welcomed 11 people suspected of being missing back. With the flood situation gradually receding as it is now, people in some localities in the flood diversion and flood discharge areas have returned home and stabilized their lives after the evacuation order. On September 13, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Bac Ninh province withdrew alert level 3 on the Thai Binh River and withdrew alert level 2 on the Duong River. Chairman of the Quang Ninh Provincial People's Committee Cao Tuong Huy directed the province to organize a 3-day campaign to clean up Ha Long Bay to collect waste, renovate infrastructure, salvage sunken boats, and mobilize organizations and unions to join in. Ha Long Bay has officially "opened" for tourist boats to return to normal operations. Life in general and the tourism industry in particular have gradually returned to normal in the "city on the edge of heritage." The impact of the storm has caused traffic in Yen Bai to be cut off, and communications to be interrupted. The Information and Communications Department of Yen Bai province has actively implemented the fastest remedial measures to ensure communications, especially in flooded and isolated areas. Up to now, network operators have basically overcome the damage caused by natural disasters.
In many localities affected by storms and floods, working delegations of leaders of the Party, State, ministries and branches are continuing to come to share the difficulties and encourage the people; at the same time, direct the overcoming of the consequences of natural disasters; synchronously and drastically deploy all solutions from prevention to rescue, relief; quickly deploy measures to bring necessities to the people and focus on ensuring the safety of the forces participating in rescue, relief and relief. Many individuals and groups have been donating food, clothes, supplies, cash support... Many convoys of vehicles are heading to localities affected by storms and floods. The spirit of mutual love, mutual affection, comradeship and compatriotism is more than ever lit up in difficult times.
