Timely support for new construction and house repair for poor households before Tet

The province's support, along with the active participation of local organizations and philanthropists, has helped poor, near-poor and disadvantaged households in Quang Ninh province whose houses were damaged or collapsed after storm No. 3 to rebuild their houses before Tet.

Thanks to the support of Quang Ninh province and local authorities, Ms. Nguyen Thi Chi (in Hiep Hoa commune, Quang Yen town) was able to build a new house before Tet.

Moving into a newly built house to replace the old house that collapsed due to the storm, Ms. Ha Thi Uong (in group 2, area 8, Viet Hung ward, Ha Long city) could not help but be moved to share: My family's old house was collapsed by storm No. 3. Thanks to the attention of the province, the city and the locality, my family received 100 million VND from the province, 30 million VND from the Disaster Relief Fund of the Relief Mobilization Committee of the Fatherland Front Committee of Ha Long city, along with the support and help of some benefactors, so my family was able to rebuild a new, spacious and sturdy house to welcome Tet.

Storm No. 3 swept through Quang Yen town, causing the level 4 house of Ms. Vu Thi Nu's family (in village 9, Hiep Hoa commune) to collapse. She had to temporarily stay in the kitchen. After the storm, receiving support from the province, the town and neighbors, Ms. Nu was able to rebuild a new, spacious and sturdy house in time for Tet.

According to statistics, after storm No. 3, Quang Ninh province had 410 poor, near-poor, and disadvantaged households whose houses collapsed or were damaged. To support poor, near-poor, and disadvantaged households to quickly rebuild and repair damaged houses after storm No. 3, the People's Council of Quang Ninh province issued Resolution No. 42/2024/NQ-HDND on a number of measures to support overcoming the consequences of storm No. 3. Accordingly, families with severe damage to their houses will be supported with 100 million VND/household to build new houses; 50 million VND/household to repair houses. The province also has regulations and technical guidelines for localities to carry out new construction and repair of houses that must ensure solidity and minimum area according to regulations...

Implementing support for people to overcome storm consequences, along with stabilizing life and production and business, localities in Quang Ninh province are interested in supporting housing so that people can have conditions to "settle down".

Ha Long City is one of the localities with good and creative ways to support housing for people in the area damaged after storm No. 3. Based on regulations, the city has proactively reviewed, appraised and approved households to receive support. On that basis, the city made advance payments from the local budget to allocate to communes and wards to promptly support households. Therefore, out of a total of 66 households (8 newly built households, 58 repaired households) eligible for support after storm No. 3 received support very early to rebuild their houses and stabilize their lives. By November 29, 2024, all households with houses severely damaged by storm No. 3 were supported by Ha Long City to rebuild and repair houses damaged after the storm.

During storm No. 3, Quang Ninh province had 11 out of 13 localities (except Mong Cai and Hai Ha) where people suffered damage to their houses. Thanks to the active participation of localities and the help of philanthropists, the disbursement of support funds was carried out quickly and smoothly. By December 16, 2024, all 410 poor, near-poor, and disadvantaged households in the province whose houses were affected by storm No. 3 in Quang Ninh province had received support for building new and repairing houses, with a total cost of over 24 billion VND. By the full moon of the twelfth lunar month, the households eligible for support had basically completed the repair and construction of new houses in time to celebrate the traditional New Year of the nation.

Mr. Duong Van Hao, Vice Chairman of the People's Committee of Quang Yen town, said that along with supporting house construction and repair for poor households, Quang Yen town also allocated a large budget, along with mobilizing social resources to take care of Tet for difficult cases, with the goal of leaving no one behind, and every family and person having a warm and safe Tet.

410 newly built and repaired houses were completed and put into use before the Lunar New Year of At Ty, along with Tet gifts, showing the care and concern of the authorities of Quang Ninh province for poor households, near-poor households and disadvantaged households in the area. That not only brings joy and excitement to disadvantaged households in Quang Ninh province but also creates motivation to help households settle down, escape poverty, and develop the economy so that all people can enjoy the fruits of development and inclusive growth of the province.
