On July 1, 2025, the Data Law officially came into effect, marking the first time Vietnam had a comprehensive legal framework on data. Not just a technical law, this is a law that defines digital power, data sovereignty and re-creates the relationship between the State - businesses - people in the digital space. This law is not only a governance tool but is also identified as an institutional pillar of the digital economy.
In the context of data becoming a strategic asset, a “new oil source” in the digital age, the National Data Center ( Ministry of Public Security ) was established with the mission of being a focal point for data sharing, supporting policy making, improving public services, promoting innovation; coordinating national data flows, protecting data sovereignty in the digital age.
To carry out these strategic tasks, the unit deploys scientific , technological, and innovative activities; invests and cooperates in providing data products and services; provides infrastructure and information technology solutions to serve national digital transformation.
On July 4, at the Ministry of Public Security Headquarters (Hanoi), the National Data Center held a launching ceremony for the Center for Innovation, Data Exploitation and the Department of System Security and Safety. This is considered an important milestone in the strategy to promote innovation, sharing and exploitation of national data safely, effectively and sustainably.

Major General Nguyen Ngoc Cuong - Director of the National Data Center requested the two above units to urgently coordinate with related units to develop and advise on the issuance of Decrees and guiding documents related to the work of ensuring security, safety, confidentiality and research, building a strong legal corridor, mechanism and policy to promote the development of science and technology, innovation and digital transformation in the field of data, protecting intellectual property rights from data; research and develop a fund for innovation in data science, data industrial parks.
According to the leader of the National Data Center, the Center for Innovation and Data Mining is positioned as an innovative brain in the field of data, promoting the exploitation, application and transformation of data into value for governance, management and socio-economic development. From here, directions for innovation and cooperation between the state, businesses and research institutes in creating new data platforms and business models will be opened up.
The Center also plays a leading role in researching, developing and applying core data technology products: from digital infrastructure platforms, AI technology, blockchain to big data management and analysis systems; at the same time, it is a place to incubate strategic technology initiatives, accompanying the Government, businesses and people on the journey to modernize the country.

Within the framework of the ceremony, the Signing Ceremony of the Cooperation Agreement on Science and Technology Development and Innovation took place between the Center for Innovation and Data Mining and 27 strategic technology partners representing many different fields including: MOBIFONE, VNVC, PILA, NADAT, IRIS, TTC,... and banking and financial institutions. These agreements mark an important first step in promoting the innovation ecosystem and creating core data platforms of the country.
At the event, there was also an exhibition introducing 6 pioneering data products organized by the Center for Innovation and Data Exploitation in collaboration with the National Data Association.

6 core data products and solutions researched and developed by domestic technology enterprises include: (1) NDAChain - National blockchain platform; (2) National data integration, sharing and coordination platform; (3) National decentralized identification application; (4) National virtual assistant Rabbi, (5) National email system; (6) National data exchange./.
