After the two-tiered local government model came into operation, Mr. Dang Dinh Trung, residing in residential group 8, Minh Hoa commune, frequently visited the commune's Public Service Center to carry out procedures related to various fields, such as land matters and document authentication. When we were there, he was waiting for the results of the authentication process for his mother's benefit payment.
Mr. Trung shared: “According to regulations, with this authentication procedure, after the officer receives the application, I only receive the results the next day. But the officers here processed and returned the results in just one morning. Compared to before, the process of receiving and resolving administrative procedures is now very quick and efficient. People don't have to go through many different units to complete the procedures.”

Among the administrative procedures handled at the Minh Hoa Commune Public Service Center, land-related issues are the most frequently received, requiring lengthy processing times and multiple steps. This is also the area where civil servants face the most work pressure.
According to Dinh Duy Khanh, a specialist in receiving and processing applications in the fields of Land Administration, Agriculture , and Environment at the Minh Hoa Commune Public Service Center: “Due to limited awareness and the fact that many people do not have smartphones, most people who come to the center to carry out administrative procedures cannot independently submit applications online through the National Public Service Portal. Therefore, center staff both receive and process applications, and directly guide, support, and do it on behalf of the people to ensure that the process runs smoothly, quickly, and efficiently. The receiving and processing process certainly takes more time, but if we don't do it, people won't be able to do it themselves. For some procedures, if we can process and return the documents on the spot, we will try to process them as quickly as possible so that people do not have to come back multiple times.”
According to statistics, from July 1, 2025 to the present, the Minh Hoa Commune Public Service Center has received and processed 8,986 out of 9,000 applications (reaching nearly 99.7%), of which over 85% were submitted online and nearly 15% in person. Notably, 98.4% of these applications received results ahead of schedule.
The Minh Hoa Commune Public Service Center is one of the units with the largest number of applications to receive and process in the entire province. In a mountainous area facing many difficulties and shortages in infrastructure and equipment, achieving the aforementioned results is the result of a tremendous effort by the unit's staff and officials.
According to Cao Thi Thanh Thoa, Deputy Director of the Minh Hoa Commune Public Service Center, since the implementation of the two-tiered local government model, the center has received and processed a huge volume of work and documents. On peak days, the unit receives nearly 80 documents, especially in the area of notarization, while staff members have to handle multiple tasks and responsibilities simultaneously. To overcome this overload and prevent long waiting times for citizens, center staff have to work overtime to process documents and ensure they are not processed beyond the deadline.
