Vinh Linh strives to build a new rural area.

QTO - The Resolution of the First Congress of the Vinh Linh Commune Party Committee identified the goal of completing the construction of new rural areas and improving the quality of criteria as a key task in the 2026-2030 period. Accordingly, the Commune Party Committee issued a resolution on land consolidation and concentration, development of clean and organic agriculture, and restructuring of the agricultural sector in conjunction with the construction of new rural areas, for the 2026-2030 period.

The propaganda content focuses on disseminating specific targets such as multidimensional poverty reduction, waste sorting at source, and the use of online public services. This is done through diverse methods, including the commune and village public address systems; and integrated into village meetings, activities of the Fatherland Front, and other political and social organizations. At the same time, the locality strengthens the application of digital platforms such as Zalo and Facebook to promote and spread exemplary models and examples in the movement of donating land for road construction and improving the environmental landscape.

In addition, the commune continues to promote the campaign "All people unite to build new rural areas and civilized urban areas" in conjunction with the emulation movements of each political organization and mass organization. The work of mobilizing the people is focused on practical approaches, directly linked to the interests of the people, such as participating in environmental protection, collecting, sorting, and processing household waste, building a bright, green, clean, and beautiful rural landscape; implementing the criteria of "5 no's, 3 clean, 3 safe"; and maintaining the effectiveness of the "Green Sunday" movement and self-managed roads in residential areas.

According to the review results, Vinh Linh commune currently meets 4 out of 10 criteria for New Rural Area status, including: Criterion No. 2 on socio-economic infrastructure; Criterion No. 4 on rural human resource training; Criterion No. 6 on poverty reduction and social security; and Criterion No. 8 on rural environment and landscape. The commune still has 6 out of 10 criteria that have not been met.

Besides advantages such as the strong determination of the Party Committee and the local government; the relatively effective operation of commercial and service establishments; and the numerous industrial zones in the area attracting labor and generating income for the people, the commune still faces difficulties and obstacles that need to be addressed. After the merger, the leadership, management, and operational apparatus for the national target program on building new rural areas at the commune level must be reorganized. However, to date, there are no guidelines on its establishment and operation, so the Steering Committee for National Target Programs in Vinh Linh commune has not yet developed and issued its operational regulations or assigned tasks to its members. Furthermore, the development committees in the villages must be reorganized, while 17 out of 34 villages have been converted from neighborhoods into villages, leading to many adjustments needed in the organizational structure at the grassroots level.

Building new rural areas is a major policy of the Party and the State, a continuous process of striving, requiring very high political determination and a suitable roadmap to maintain today's results and promote them in the future. Secretary of the Vinh Linh Commune Party Committee, Tran Nhat Quang, shared: “Continuing the fine traditions of Vinh Linh homeland, the Party Committee, government, and people of Vinh Linh commune will utilize potential and advantages, strive to overcome obstacles and difficulties, and dedicate all efforts to building a homeland that is increasingly modernized.”

Vinh Linh has come a very important way on its New Rural Development journey, achieving significant results in socio-economic development, culture, education , security and defense, and continuing to strengthen social welfare and democracy. This demonstrates the determination and efforts of the Party Committee, government, military and people of this area; heroic in the resistance war, resilient and persistent in building their homeland.
