Strengthening monitoring of outstanding issues, voters' petitions are prolonged

That is the direction of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang at the working session with the Economic - Budget Committee of the Provincial People's Council this afternoon, January 17, on the implementation of the resolutions of the Provincial People's Council in the areas under its responsibility; the results of the implementation of the thematic supervision conclusions of the Standing Committee of the Provincial People's Council assigned to the committee to advise and implement from the beginning of the term until now and deploy tasks in 2024. Reporting at the working session, the representative of the Economic - Budget Committee said that since the beginning of the term, the Committee has directly advised the Standing Committee of the Provincial People's Council to issue 6 reports, 4 conclusions, 8 conclusion notices when working directly with agencies and units; submitted to the Provincial People's Council to issue 1 supervisory resolution to resolve many difficulties and problems, properly implement the provisions of the law, and meet the requirements of socio-economic development.

The Committee has issued 4 reports on the results of monitoring and thematic surveys, recommending many issues as a basis for the Provincial People's Committee and sectors, localities and units to focus on directing solutions such as: Proposing the Provincial People's Committee to direct research and submit to the Provincial People's Council to issue a replacement resolution on implementing the financial mechanism for infrastructure construction and land fund development and the resolution on measuring and issuing and changing land use right certificates.

Propose to inspect, examine, and end some projects of surveying, granting and renewing land use right certificates with low rates to switch to a new form. Propose to conduct a general review of ineffective and lost public land funds to issue regulations on procedures for auctioning and leasing 5% public land funds to ensure compliance with legal regulations.

Propose the Provincial People's Committee to submit to the Provincial People's Council to adjust the roadmap and progress of implementing Resolution No. 04/2018/NQ-HDND dated July 18, 2018 to suit the local budget balance capacity to resolve difficulties and problems in infrastructure investment and land records management at the Provincial Land Registration Office and district branches.

Propose the Provincial People's Council to adjust the collection rate, retention rate, and budget payment for environmental impact assessment fees, adjust the collection rate and budget payment rate for border gate infrastructure fees to increase revenue to balance the budget and many other important issues... Effectively implement the conclusions and recommendations of supervision in the field of budget economy.

In 2024, the Economic and Budget Committee will continue to perform the task of monitoring and surveying the specialized fields under its charge and effectively implementing other tasks.

Giving opinions at the working session, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested the Economic - Budget Committee to base on its functions, tasks and legal documents to properly examine its authority and advise the Standing Committee of the Provincial People's Council on issues under its responsibility.

In 2024, it is necessary to review all resolutions related to local economic and budgetary policies, which are still valid, which need to be proposed to the Provincial People's Committee for comments to submit to the Provincial People's Council to abolish the resolution. Advise and propose content for questioning and answering questions at regular meetings of the Provincial People's Council.

Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Economic - Budget Committee to closely follow the law and related documents to perform the task of examination and supervision. Strengthen the supervision of outstanding issues, issues that voters have proposed for a long time, focus on the topic of improving supervision of land management and use of public service units, creating favorable conditions for the management and use of public assets.

Effectively advise the Standing Committee of the Provincial People's Council to preside over the organization of the Provincial People's Council's thematic supervision on the management and use of public assets, the arrangement and handling of real estate, encroached real estate, disputed real estate, misused real estate, and lack of legal documents in the province in the period of 2021 - 2024.
