Agriculture affirms its position as a pillar of the economy (Part 1): "Paving the way" for agricultural development

(Baothanhhoa.vn) - After a long period of the COVID-19 pandemic, all socio-economic activities of the country and the province have been affected, especially industrial production and trade and service activities, which have only recently gradually recovered. However, the agricultural sector has remained steadfast, maintaining growth momentum even during the pandemic years, becoming the "salvation" of the economy, maintaining stable and sustainable development.

In the context of agricultural production facing many fluctuations from the market to the weather, Thanh Hoa province is gradually affirming its role as a "solid rear" for farmers through a series of practical support policies to "pave the way" for agriculture to develop strongly, maintaining its role as a pillar for the economy .

Movements from policy to practice

The 19th Thanh Hoa Provincial Party Congress has identified the "Agricultural Development and New Rural Development Program" as one of the 6 key programs to be implemented in the 2021-2025 period. Therefore, along with continuing to implement Resolution No. 13-NQ/TU, dated January 11, 2019 of the 18th Provincial Party Executive Committee on land accumulation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030 (referred to as Resolution 13), during this period, the province has continuously had practical policies to help people transform production towards large-scale, modernity to improve productivity, quality, efficiency, and competitiveness. At the same time, promote the application of high-tech agriculture and smart agriculture to form specialized areas for large-scale, high-quality commodity production; forming and developing value chains from production, processing to consumption... Thereby contributing to the comprehensive development of the agricultural sector and gradually changing the mindset of agricultural production to agricultural economic thinking, contributing to increasing the value of agricultural products. Through the implementation of Resolution 13, from 2021 to 2025, the whole province will accumulate and concentrate an additional 33.8 thousand hectares, exceeding the plan by 5.6%. This is the premise for effectively implementing policies in all fields of cultivation, livestock and aquaculture.

In the period of 2020-2025, the Provincial People's Council issued resolutions on mechanisms and policies to support the development of agricultural production, such as: Resolution No. 385/2021/NQ-HDND dated April 26, 2021 on mechanisms and policies to support the development of raw green hemp in Thanh Hoa province, period 2021-2023; mechanisms and policies to support the purchase of voyage monitoring equipment and subscription fees for voyage monitoring equipment services for owners of fishing vessels with a length of 15m or more in Thanh Hoa province according to Resolution No. 21/2021/NQ-HDND dated July 17, 2021 of the Provincial People's Council; Resolution No. 185/2021/NQ-HDND dated December 10, 2021 on promulgating policies on agricultural, rural and farmer development in Thanh Hoa province, period 2022-2025; Resolution No. 01/2023/NQ-HDND dated March 24, 2023 on amending and supplementing a number of resolutions of the Provincial People's Council in the field of agriculture and rural areas in Thanh Hoa province... The province's agricultural production development policies focus on supporting 7 groups of subjects, including: supporting concentrated safe vegetable production; supporting infrastructure for concentrated livestock farms; supporting the development of intensive and concentrated planted forests; supporting the application of new material technology in building new storage tanks for aquatic product exploitation for fishing vessels, offshore fishing logistics; supporting concentrated fruit tree production; Support when relocating livestock farms out of areas where livestock farming is not allowed in Thanh Hoa province; support product development under the One Commune One Product (OCOP) Program.

Immediately after the agricultural production support policies were issued, the agricultural sector and localities actively disseminated the contents of the resolutions and policies through many forms for people to access. Thanks to that, the province's agriculture has changed positively with many regions and production models bringing economic value of hundreds of millions to billions of VND/ha/year.

Step by step forming a modern, comprehensive agriculture

Mr. Nguyen Xuan Thien, Director of Thien Truong 36 High-Tech Agricultural Trade Service Company Limited (Dong Tien Ward), said: “Our enterprise has invested about 20,000m2 of greenhouses and integrated production areas, with an area of ​​3.6ha to invest in high-tech agricultural models. Currently, we specialize in growing cantaloupes, baby cucumbers and safe vegetables, tubers and fruits... To have the current production land fund, the enterprise has received attention and created favorable conditions from local authorities, departments and branches. Along with that, the support mechanisms and policies that the province has been implementing have become a "lifesaver" for enterprises to have more motivation to develop production and business in the direction of large-scale production, applying high technology and linking along the value chain".

The mechanisms and policies implemented by the province in the period of 2021-2025 have been supported by localities, businesses and people. Thereby, they have contributed to the accumulation and concentration of land to develop large-scale, high-tech commodity production; encouraged investment in agricultural and rural infrastructure, promoted mechanization of production stages, and improved food hygiene and safety. Through support sources, organizations, individuals and households have upgraded and built new infrastructure for 241 hectares of specialized concentrated safe vegetable production areas; supported the control and certification of VietGAP for 228 hectares of safe vegetables. At the same time, supported over 972 thousand tissue-cultured seedlings for planting production forests; supported fertilizers to carry out intensive cultivation of bamboo, reed and bamboo forests with an area of ​​13,839 hectares; Building forestry roads to serve the concentrated production forest plantation area with an area of ​​19,600 hectares; granting sustainable forest management certificates for 13,902 hectares. Along with that, the policy is also a source of funding to support the People's Committees at the commune level to build infrastructure for roads, electricity lines, water supply systems to the fences of the farm areas for 11 concentrated livestock farms and build infrastructure for 25 concentrated fruit tree production areas; supporting seedlings for 119.6 hectares of fruit trees and many training courses, transferring production techniques, preliminary processing, processing, and preserving fruit tree products.

In fact, the mechanisms and policies implemented by the province in recent times are not only factors that "pave the way" for the agricultural sector to gradually move towards modernization and high added value, but also a "commitment" of the province to accompany the people to create breakthroughs in agricultural development. From there, gradually increase productivity, crop and livestock output and enhance the value of agricultural products, enhance the competitiveness of Thanh Hoa agricultural products in the domestic and export markets.
