At the meeting, the two sides agreed that the Ministry of Culture, Sports and Tourism will always accompany the Japan Foundation Center for Cultural Exchange in Vietnam to enhance cultural exchange activities between the two countries and spread these activities to every locality in Vietnam.
On the morning of May 23, at the headquarters of the Ministry of Culture, Sports and Tourism , Director of the Department of International Cooperation Nguyen Phuong Hoa received and worked with the new Director of the Japan Foundation Center for Cultural Exchange in Vietnam Yoshioka Norihiko and granted the Establishment and Operation License to the Director of the Japan Foundation Center for Cultural Exchange in Vietnam according to the provisions of Decree 126/2018/ND-CP dated September 20, 2018 and Decree No. 89/2023/ND-CP dated December 12, 2023 of the Government amending and supplementing. At the meeting, the two sides agreed that the Ministry of Culture, Sports and Tourism will always accompany the Japan Foundation Center for Cultural Exchange in Vietnam to enhance cultural exchange activities between the two countries, spreading these activities to each locality of Vietnam.
At the reception, Director Nguyen Phuong Hoa highly appreciated the activities of the Japan Foundation Center for Cultural Exchange in Vietnam in recent times with remarkable achievements such as organizing art performances, exhibitions, Japanese film festivals, especially in time for the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan and hoped that during the term of the new Director Yoshioka Norihiko, the Japan Foundation Center for Cultural Exchange in Vietnam would continue to closely coordinate with the Ministry of Culture, Sports and Tourism to implement many meaningful and unique cultural exchange activities.
According to Director Nguyen Phuong Hoa, in recent years, the Ministry of Culture, Sports and Tourism has proactively coordinated with Japanese localities to organize many Vietnamese festivals such as the Vietnam Tourism and Culture Promotion Festival in Tokyo, Kanagawa and Hokkaido to enhance tourism promotion activities, cultural and sports exchanges in each locality of Japan. In addition, Vietnam attended the EXPO 2025 International Exhibition in Osaka, Kansai, Japan with the desire to promote Vietnam to the Japanese people and international friends. Therefore, in the coming time, Director Nguyen Phuong Hoa hopes that the Japan Foundation Center for Cultural Exchange in Vietnam will coordinate with the Ministry of Culture, Sports and Tourism to organize many cultural exchange activities not only in major cities of Vietnam such as Hanoi, Da Nang, Ho Chi Minh City, but also spread the activities to many localities of Vietnam, in order to contribute to further promoting cooperation and cultural exchange between the two countries, enhancing the understanding of Vietnamese people about Japanese culture.
Agreeing with the proposal of Director Nguyen Phuong Hoa, Director of the Japan Foundation Center for Cultural Exchange in Vietnam Yoshioka Norihiko shared that the Japanese Government highly appreciates the role of cultural exchange in Japanese localities, thereby promoting the development of Japan's tourism industry, contributing to the country's economic growth.
Director Yoshioka Norihiko shared information about the “WA 2.0 Project”, a comprehensive cultural and people-to-people exchange program announced by Japanese Prime Minister Fumio Kishida at the ASEAN-Japan 50th Anniversary Summit. This program will be vigorously implemented in the next ten years (from 2024-20234) with two pillar projects, “Two-Way Cultural and Knowledge Exchange” and “Japanese Language Partnership”, implemented by the Japan Foundation as the successor to the “WA Project”. This project is expected to deepen cultural and Japanese language exchanges between Japan and ASEAN countries, especially Vietnam.
On that basis, the Japan Foundation Center for Cultural Exchange in Vietnam will increase the organization of many cultural exchange activities such as Japanese Film Festival, exhibitions, Japanese language teaching, research, and exchange of experiences on cultural industry between the two countries. Director Yoshioka Norihiko highly appreciated the support and coordination of the Department of International Cooperation (Ministry of Culture, Sports and Tourism) in organizing many exciting cultural exchange activities in the past time and hoped that the Department of International Cooperation would continue to support and create conditions for the Japan Foundation Center for Cultural Exchange in Vietnam to continue operating effectively in the future.
Director Nguyen Phuong Hoa shared that the Party and State of Vietnam are paying great attention to developing the cultural industry. The Department of International Cooperation, Ministry of Culture, Sports and Tourism is the agency in charge of implementing the Project on developing the system of Vietnamese creative cities under the UNESCO Creative Cities Network approved by the Prime Minister. Currently, Vietnam has 03 cities in the UNESCO Creative Cities Network: Hanoi, Hoi An, Da Lat. Director Nguyen Phuong Hoa hopes that the Japan Foundation Center for Cultural Exchange in Vietnam will be a bridge connecting creative cities in Vietnam with creative cities in Japan, so that the two sides can learn from each other's experiences.
At the end of the meeting, Director Nguyen Phuong Hoa presented the License to establish and operate the Japan Foundation Center for Cultural Exchange in Vietnam to the new Director of the Japan Foundation Center for Cultural Exchange in Vietnam, Yoshioka Norihiko.
