Forecasts indicate that smuggling, trade fraud, and the production and sale of counterfeit goods will increase and become more complex in the final months of 2024. Following directives from the central and provincial authorities, the Provincial Market Management Department is intensifying market inspections and controls to promptly detect and strictly handle violations.

According to the assessment of the Provincial Market Management Department, commercial activities in the province have been basically controlled stably and strictly in recent times. With its core and specialized role in market management, the unit has intensified inspection and control efforts, promptly preventing acts of commercial smuggling and trade fraud, and preventing the formation of hotspots.

At 8:00 AM on October 19, 2024, at Km250+200 on National Highway 18 (Quang Chinh commune, Hai Ha district), Market Management Team No. 1, in coordination with Road Traffic Police Team No. 3 (Traffic Police Department, Provincial Police), inspected a truck with license plate 14C-381.30 and discovered it was transporting 1,900 kg of YAXIONG brand duck breasts, originating from China (5 kg/bag), without legal invoices or documents. The value of the goods was approximately 133 million VND. Mr. D.VH (born in 1993), the owner of the vehicle and the goods, admitted to purchasing them from markets in Hai Ha district, then freezing them for inland consumption. Market Management Team No. 1 reported the case to the Provincial Market Management Department and handed it over to the police for further investigation and handling according to the law.

Previously, on July 17, 2024, at Km287, National Highway 18A (the section passing through Mong Cai City), Market Management Team No. 4, in coordination with other functional forces, discovered 11,200 counterfeit NGK motorcycle spark plugs being stockpiled for distribution inland. Mr. B.D.L (the person stockpiling the goods) confessed to ordering them from an unknown person to transport them to provinces further inland for sale. The Market Management Department compiled a case file and submitted it to the Chairman of the Provincial People's Committee for issuance of an administrative penalty decision of 102.5 million VND, ordering the destruction of all counterfeit goods in accordance with the law.

In the first nine months of 2024, the Market Management Department conducted inspections in 915 cases, detecting and handling 834 administrative violations in the field of anti-dumping and counterfeit goods, worth over 25.2 billion VND, an increase of 147% compared to the same period; collecting 12.2 billion VND for the state budget.

Although the prevention and control of smuggling and trade fraud has been strictly controlled by relevant agencies, limitations and difficulties still exist in the implementation process. This is due to limited human resources, especially in border areas and coastal regions. Criminals exploit the complex terrain of land and sea borders to gather and transport goods inland for consumption. In particular, many individuals take advantage of the development of e-commerce to commit violations, while the legal regulations governing this type of activity have not kept pace with its development; some administrative penalties in certain areas are not sufficiently deterrent…

During the year-end period, especially during the New Year and Lunar New Year 2025, the Market Management Department proactively developed plans to coordinate with functional forces to inspect and control the market; issued a plan to combat smuggling and counterfeit goods in the last months of 2024, before, during, and after the Lunar New Year 2025; strengthened territorial management and monitored market developments for food, gasoline, gas, etc., to promptly detect and prevent violations.
