According to statistics, from 2023 to present, the provincial police force investigating environmental crimes has inspected and detected 5 cases and 116 subjects illegally using MT substances in karaoke bars and bars.
Recently, at 0:15 a.m. on May 13, 2023, the Department of Investigation Police on Environmental Crimes coordinated with relevant units to suddenly conduct an administrative inspection and discovered and caught many subjects illegally using MT at Sao Kim Entertainment Company Limited (VENUS bar), located at 189A Vo Nguyen Giap Street, Ward 3, Phu Tan Ward, Ben Tre City. At the time of the inspection, there were 57 employees and 110 guests participating in recreational activities here. Conducting a rapid MT test, the results showed that 46 subjects (both male and female) were positive for MT. At the same time, the authorities also caught 1 subject red-handed illegally buying and selling MT. The incident has been recorded and the case file is being consolidated to handle the subjects according to regulations.
Not long ago, the Department of Investigation Police on Environmental Crimes coordinated with the Department of Mobile Police, Provincial Police to inspect the New Club bar located on Vo Nguyen Giap Street, Son Dong Commune, Ben Tre City. At the time of inspection, there were about 100 guests having fun and more than 30 service staff in the bar. Conducting a rapid test for environmental crime, the authorities discovered that 41 guests tested positive for environmental crime; all of the bar's service staff tested negative. The working group drew up a record of the bar's violations and the number of guests who tested positive for environmental crime. The case was then handed over to Ben Tre City Police for handling according to their authority.
Currently, the province has 112 registered karaoke bars and bars. In addition to serving customers with healthy entertainment according to regulations, many karaoke bars and bars in the province have become places where bad guys organize illegal use of MT substances.
Lieutenant Colonel Bui Van Quan - Deputy Head of the Department of Administrative Management of Order, Provincial Police said: In order to strengthen strict management of establishments and professions investing in and doing business with conditions on security and order; from the beginning of 2023, the unit has advised the Director of the Provincial Police to direct the police of units and localities to strengthen state management of security and order for conditional business establishments, proposing solutions and measures for implementation such as: Focusing on reviewing business establishments with conditions on security and order (especially karaoke bars and bars); launching high-point campaigns to attack and suppress crimes, proactively coordinating with functional units and branches to inspect, detect and strictly handle violations of the law; through the inspection of business establishments, the unit has promoted propaganda and guidance for business establishments to clearly understand the provisions of the law and the conditions of the establishments that subjects take advantage of to commit illegal activities...
Along with improving the effectiveness of state management of business lines with conditions on security and order, especially for karaoke establishments and bars, the Environmental Crime Investigation Police force also strengthens the fight and handling of these crimes.
According to Lieutenant Colonel Le Quang Minh - Head of the Environmental Crime Investigation Police Department, Provincial Police, in the coming time, the Environmental Crime Investigation Police force in the whole province will continue to promote the synchronous implementation of professional measures, focusing on cracking down on the points of buying, selling, storing, and illegally using environmental substances at establishments and business sectors with conditions on security and order, strictly handling cases of buying, selling, organizing, and harboring the illegal use of environmental substances; facility owners assisting and turning a blind eye to criminals and illegal use of environmental substances at their establishments to gain illegal profits; improving and innovating the work of in-depth and widespread propaganda to the masses, people with conditions that are easily lured into using environmental substances as well as committing environmental crimes about the consequences and harms of using environmental substances, and the provisions of the law on environmental prevention. Coordinate with functional units to resolutely attack and suppress all types of environmental crimes and environmental evils, contributing to maintaining political security and social order and safety in the province.
| According to the law, those who illegally use MT can be warned or fined from 1 to 2 million VND. If they re-offend, the penalty will be increased or they will be sent to compulsory drug rehabilitation according to the Law on Drug Prevention. In case the owner of a restaurant allows customers to use MT in their establishment, they may be guilty of harboring illegal use of MT. The penalty for this crime is from 2 to 15 years in prison. The offender can also be fined from 50 to 200 million VND or have part or all of their property confiscated under Article 256 of the 2015 Penal Code. |
