Cao Bang Newspaper promotes propaganda about fraud in cyberspace.
In order to improve the effectiveness of prevention, suppression and handling of fraud and property appropriation, especially high-tech crimes in cyberspace, the Provincial People's Committee issued a plan with the following key contents:
Continue to thoroughly implement Directive No. 21/CT-TTg dated May 25, 2020 of the Prime Minister on strengthening the prevention and handling of fraudulent activities to appropriate assets (Directive No. 21/CT-TTg); national programs and strategies on crime prevention and control; directions of the Government, Prime Minister, Provincial Party Committee, Provincial People's Committee, Chairman of Provincial People's Committee on crime prevention and control and violations of the law using high technology in cyberspace.
Promote the combined strength of the entire political system and the entire population to participate in preventing and combating crimes and law violations in general and preventing and denouncing fraudulent acts of appropriating property using high technology, in cyberspace in particular, ensuring the legitimate rights and interests of the State, organizations, enterprises and individuals in property ownership.
Strengthen the dissemination of policies, laws and sanctions against crimes and violations of the law related to fraudulent appropriation of property; disseminate and inform about acts and tricks of fraudulent appropriation of property associated with specific and typical cases, especially cases of fraudulent appropriation of property on cyberspace so that people can raise their vigilance, comply with the law, and strengthen measures to prevent and protect property.
Improve the effectiveness and efficiency of State management of security and order, and specifically define the responsibilities of leaders, Party committees and local authorities in preventing and combating crimes in general and in particular in preventing and combating crimes of fraud and appropriation of assets using high technology and in cyberspace. Agencies, organizations, cadres, civil servants, public employees and armed forces should set an example of raising vigilance, complying with the law and resolutely and strictly handling violations.
Review the implementation of legal regulations at the local level to enhance the effectiveness and efficiency of State management related to the prevention and handling of fraudulent appropriation of assets, especially in areas where this is a source or has loopholes for criminals to take advantage of fraudulent appropriation of assets such as real estate, securities, finance, banking, investment, business, cyberspace, activities of sending Vietnamese workers to work abroad under contracts... On that basis, recommend and propose competent authorities to amend and supplement legal regulations to ensure conformity, overcome loose and inconsistent regulations, and prevent criminals from taking advantage.
Concentrate forces, grasp the area, promptly detect and thoroughly resolve fraud cases of property appropriation, especially cases showing signs of high-tech crime in cyberspace, causing public outrage.
Departments, branches, sectors, unions, People's Committees of districts and cities, according to their assigned functions and tasks, shall organize and ensure the prevention and handling of high-tech property fraud activities in cyberspace according to regulations. News agencies and newspapers shall strengthen coordination with relevant units to promote propaganda on methods, tricks, and consequences of crimes and violations of the law related to fraud activities, especially fraud in cyberspace; the results of prevention and handling by functional forces so that people can raise awareness, promptly provide information, and denounce property fraud activities.
