Accordingly, the Provincial People's Committee requests provincial departments, branches, and People's Committees of communes and wards to:

Strengthening the propaganda for the Party Congresses of communes, wards and provincial Party Committees, the 15th Provincial Party Congress and the 14th National Party Congress in 3 phases: (1) From now until the completion of the 15th Dien Bien Provincial Party Congress; (2) From after the 15th Provincial Party Congress to the 14th National Party Congress; (3) After the closing of the 14th National Party Congress.

Propaganda content according to Plan No. 240-KH/TU dated July 11, 2025 of the Provincial Party Committee; Instructions of the Provincial Party Committee's Propaganda and Mass Mobilization Department: No. 29-HD/BTGDVTU dated July 16, 2025 on propaganda, decoration of celebrations, ceremonies of the Party Congresses of communes, wards and provincial Party Committees, the 15th Provincial Party Congress, towards the 14th National Congress of the Party; No. 30-2 HD/BTGDVTU dated July 17, 2025 on propaganda for the 15th Provincial Party Congress, term 2025-2030.

Organize visual propaganda and agitation work well, according to the propaganda layout system approved by the Propaganda and Celebration Subcommittee of the Provincial Party Congress.

Continue to promote propaganda work on Party Congresses at all levels in appropriate forms, ensuring effectiveness; build works and tasks to welcome the 15th Provincial Party Congress and the 14th National Party Congress.

The Department of Culture, Sports and Tourism is the agency in charge of advising on a number of key tasks such as: Continuing to carry out the work of hanging the system of layouts, slogans, propaganda paintings, roadside slogans; large-scale billboards, posters... to propagate the Party Congresses at all levels, the 15th Provincial Party Congress, the 14th National Congress of the Party on important streets and national highways in the province. Promoting the organization of propaganda activities for the Party Congresses at all levels, the 15th Provincial Party Congress, the 14th National Congress of the Party such as: Performing arts (when there are opinions from competent authorities); oral propaganda; propaganda by mobile vehicles; organizing photo exhibitions; propaganda in the form of film screenings, mobile libraries, mobile book stalls, etc. Continue to guide, monitor and urge press and information and propaganda agencies in the province to promote information and propaganda work before, during and after the Party Congresses at all levels, the 15th Provincial Party Congress, term 2025-2030 towards the 14th National Congress of the Party. Strictly manage information and propaganda work, especially on cyberspace. Coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Department in establishing the Press Center of the 15th Provincial Party Congress, term 2025-2030. Continue to manage and monitor propaganda activities on mass media and social networks. Closely coordinate in ensuring information security for information systems of Party and State agencies. Develop a specific plan for visual and mobile propaganda throughout the province; Organize cultural, artistic and exhibition activities before, during and after the Congress.

The Departments of Home Affairs, Science and Technology, Provincial Police, Provincial Military Command, and Literature and Arts Association, based on their functions and tasks, shall proactively deploy or coordinate the implementation of related contents.
