
From July 1, 2026, business owners registered and paying taxes using the declaration method will be in the group required to pay social insurance (other business owners will apply from July 1, 2029).
According to statistics up to the end of November 2025, there are more than 12,300 business owners nationwide who are subject to tax declaration methods and are participating in compulsory social insurance.
Ho Chi Minh City leads with over 1,960 participants, followed by Hanoi (over 1,160) and Vinh Long (over 780). The average monthly salary used as the basis for social insurance contributions for this group is approximately 3.5 million VND.
According to regulations, business owners are required to participate in mandatory social insurance and health insurance with a total contribution rate of 29.5% of their monthly salary, chosen by the participant. Of this, 22% goes to the retirement and death benefit fund, 3% to the sickness and maternity fund, and 4.5% to the health insurance fund.
Based on the current reference rate (equivalent to a base salary of 2.34 million VND/month), business owners will pay as follows: The lowest rate is 29.5% × 2.34 million VND = 690,300 VND/month. The highest rate is 29.5% × 20 × 2.34 million VND = 13.806 million VND/month.
