From the beginning of 2023 until now, the province's economy has developed steadily with a growth rate of 7.72% in the first nine months, ranking 6th in the Red River Delta region and 13th nationwide. However, to achieve the 2023 growth target amidst many difficulties, all levels, sectors, and localities must accelerate the decisive implementation of solutions.

Creating momentum for a breakthrough.

To create momentum for breakthroughs, one of the key tasks the province has focused on is attracting investment. Along with directing departments, agencies, and localities to proactively review and remove bottlenecks, obstacles, and difficulties in attracting investment to unleash and unlock resources and promote socio-economic development; directing the rectification and overcoming of shortcomings and limitations, improving the quality of planning, appraisal, and shortening the time for implementing investment policy procedures for projects, the province also organized working sessions with delegations and large domestic and foreign corporations and enterprises to research and explore investment opportunities; successfully organized investment promotion delegations to Japan, South Korea, New Zealand, Australia, the Lao People's Democratic Republic, and the United Kingdom, in which several important cooperation agreements were signed and the results of the trips were implemented. Simultaneously, the province focused on preparing for the Vietnam-Korea cultural exchange and business networking program "Thai Binh Homecoming Day" - one of the province's major and important events aimed at promoting the province's development potential and strengths, and spreading the province's investment and business environment to domestic and foreign investors. In addition, the province established a special task force to address difficulties and obstacles, and effectively support businesses, investors, and investment projects in the province, headed by the Chairman of the Provincial People's Committee; three task forces to direct the resolution of outstanding issues and obstacles, headed by three Vice Chairmen of the Provincial People's Committee; and a task force to support the implementation of the LNG power plant project. Furthermore, the province organized a working group to meet with five districts to discuss socio-economic development, public investment disbursement, and the resolution of difficulties and obstacles in production and business.

Thanks to its proactive and effective implementation, Thai Binh has become an attractive investment destination for both domestic and foreign investors. The clearest evidence of this is that in the first 10 months of 2023, the province attracted nearly 39,600 billion VND in investment capital, double the amount compared to the same period in 2022, with 103 production and business investment projects (total registered capital of nearly 19,600 billion VND, a 7.5% increase compared to the same period in 2022, including FDI capital of 657.9 billion USD) and 17 housing development projects (total investment capital of nearly 20,000 billion VND).

Besides focusing on attracting investment, the province also concentrates on accelerating the disbursement of public investment capital to promote socio-economic development. From the beginning of the year, the province has thoroughly implemented the directives of the Government and the Prime Minister on the disbursement of public investment capital; promptly allocated and announced capital plans, directed investors to urgently complete procedures, develop detailed construction and disbursement schedules; decisively directed land clearance work to accelerate project progress; and regularly held meetings and inspected projects, thereby promptly addressing obstacles. As a result, Thai Binh has consistently ranked among the top provinces nationwide with a high rate of public investment capital disbursement, contributing to the acceleration of several key projects in the province. In 2023, the total public investment capital plan allocated to the province by the Prime Minister was nearly 4,910 billion VND. The total local capital plan allocated is nearly 8,810 billion VND. By the end of October 2023, the estimated disbursement of the province's public investment capital plan reached 85.5% of the plan assigned by the Prime Minister and 46.8% of the plan allocated by the province.

High effort and determination in fulfilling the task.

2023 is considered a pivotal year in the implementation of the socio-economic development plan for the 2021-2025 period. Therefore, alongside solutions to leverage local strengths, Thai Binh province is also focusing on directing departments, agencies, districts, and cities to review and evaluate achievements, and propose specific solutions to ensure the highest possible achievement of the targets and plans set for 2023. One of the tasks requiring high priority is state budget revenue collection. By the end of October 2023, total domestic revenue collected by the tax sector was estimated at nearly 5,900 billion VND, reaching 51.8% of the projected target.

Mr. Do Hong Nam, Director of the Provincial Tax Department, said: In the last two months of the year, the tax sector will continue to implement Directive No. 10/CT-UBND of the Provincial People's Committee on strengthening state budget revenue collection in 2023, effectively carrying out administrative procedure reforms, and creating the most favorable conditions for taxpayers in order to strive to achieve the highest possible revenue collection.

Along with the tax sector, at the recent meeting of the Provincial People's Committee to hear reports on the socio-economic situation in October and the first 10 months, and key tasks for the last two months of 2023, Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that departments, sectors, and localities make greater efforts and show higher determination in implementing their tasks. Specifically, they should focus on efficient winter crop production, strongly responding to the winter crop planting emulation movement launched by the Provincial People's Committee; continue to promote the development of production and business activities; further improve land clearance work to accelerate the progress of projects; effectively manage diseases in livestock and poultry, especially during the end of the year; and effectively grasp, implement, and organize the province's policies and mechanisms, especially those related to agriculture...
