Under the direction of the Central Steering Committee on Resolution 57, the implementation of the Resolution in the first three months of the year is being carried out by ministries, sectors, and localities with a sense of urgency. Many specific tasks have been assigned and implemented right from the beginning of the year, with results already achieved in some localities.
The Hanoi Innovation Center has officially commenced operations. For the first time, Hanoi has established an innovation institution based on a state-owned joint-stock company model, but operating according to modern corporate governance standards, accountable to shareholders and the law. This model connects the "three stakeholders": the State, scientists , and businesses. The State holds 70% of the capital, with the remaining 30% belonging to businesses and universities.
Mr. Tran Quang Hung, Chairman of the Board of Directors of Hanoi Innovation Center Joint Stock Company, stated: "Public-private partnerships based on the 'three parties' model create a connecting runway between researchers, bringing scientific research and test products into marketable versions. From there, venture capital funds can partner with them."
Hanoi has completed the deployment of a model for digital transformation at the commune/ward level throughout the city, overcoming bottlenecks in infrastructure, equipment, and software. This model is expected to become a foundation for replication in other localities.
Associate Professor Dr. Ta Hai Tung - Rector of the School of Information Technology and Communications, Hanoi University of Science and Technology, shared: "For each stage in the process of developing science and technology, innovation, and digital transformation, it is necessary to build model examples and jointly promote the success of these models. If there are any bottlenecks that have not yet been resolved, we will support their removal to quickly achieve the expected results when building breakthroughs in institutional and resource management. From there, these model examples will be disseminated throughout the entire system."
These are some of the results achieved from the research and learning process in developed countries by the Standing Committee of the Central Steering Committee on Resolution 57. The results obtained contribute to elevating the level of leadership thinking and clarifying strategic choices for Vietnam in the new period. The Central Steering Committee has proactively connected international partners and Vietnamese intellectuals abroad with domestic agencies, initially forming some results such as an international training center at Hanoi University of Technology and a network of policy consultants for science and technology development and digital transformation.

In the field of science and technology, after a year of focusing on removing institutional bottlenecks, 2026 is identified as the phase for putting policies into practice. This requires ministries, agencies, and especially the scientific community to thoroughly understand the new regulations.
Associate Professor Dr. Dao Ngoc Chien - Director of the National Science and Technology Development Fund shared: "I also hope that science and technology organizations, businesses, and scientists themselves will shed long-standing prejudices and ingrained beliefs about science and technology to dare to dedicate themselves to science, moving towards more creative and groundbreaking ideas."
The Ministry of Science and Technology, together with local authorities, is reviewing the entire infrastructure, platforms, software, and terminal equipment within the state agency system. Based on this review, they will propose upgrades to ensure the smooth operation of public services and to shorten processing times within the administrative apparatus.
Professor Nguyen Ai Viet, former Director of the Institute of Information Technology, Vietnam National University, Hanoi, stated: "In 2026, digital transformation must be completed as we promised. Difficulties are inevitable, but I think that this year, with determination, we can take a step forward, and by 2027, digital transformation will take off."
This year, the Central Steering Committee assigned 722 tasks to ministries, agencies, and localities. Notably, more than one-third of these tasks must be completed within the first three months of the year. In this context, the pace of work has accelerated. There is no longer room for slow work or a "leisurely start to the year" mentality.
