"Growth over 10%, GDP per capita reaches 8,500 USD by 2030"

(Dan Tri) - Regarding socio-economics, the Government sets a target of an average GDP growth rate of 10% or more per year; GDP per capita by 2030 will reach about 8,500 USD.

Presenting a summary of the political report to the 1st Government Congress, term 2025-2030, on the morning of October 13, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the theme of the Congress is "Building a clean and strong Government Party organization; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, prosperity, civilization, and happiness".

Budget revenue exceeds target, trade scale reaches record

Summarizing many important results achieved during the term, the First Deputy Prime Minister said that immediately after the Government Party Committee was established, the Government Party Committee urgently and resolutely led and directed the implementation of the "revolution" in arranging and perfecting the organizational apparatus.

After the reorganization, the Government reduced 5 ministries and 3 ministerial-level agencies (remaining 17 ministries, ministerial-level agencies, and 5 agencies under the Government); reduced all 30 general departments, 4,118 departments, offices, branches, and equivalent units, and 240 public service units under the ministries; completed the organization of 2-level local government.

"Through the restructuring of the apparatus, 145,000 positions will be reduced, saving regular expenditures of 39,000 billion VND each year to invest in social security," the First Deputy Prime Minister informed.

According to the political report, the work of preventing and combating corruption, waste and negativity has been directed and implemented resolutely, comprehensively and with high determination.

“During the term, over 784,000 inspections were carried out. Thereby, recommendations were made to recover over VND424,000 billion (up 86.6% over the same period last year); 1,762 cases were transferred to the investigation agency (up 258.8% over the same period last year), 1,266 subjects (up 80.6% over the same period last year)”, the Deputy Prime Minister emphasized that the inspection and examination work contributes to preventing and repelling corruption, waste and negativity.

Regarding socio-economic development, the First Deputy Prime Minister affirmed that in the context of more difficulties and challenges than advantages, the Government Party Committee has led and directed the completion of the set goals, especially the completion of all social targets.

The Deputy Prime Minister emphasized the results of quick response, drastic implementation of many flexible solutions, effective control of the Covid-19 epidemic; promoting economic growth; stabilizing the macro-economy and controlling inflation...

GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to over 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region. GDP per capita increased 1.4 times - increased from 3,552 USD to about 5,000 USD, entering the group of upper middle-income countries.

Regarding the State budget revenue for the 2021-2025 period, the Deputy Prime Minister said it is estimated to reach 9.6 million billion VND - 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND, an increase of over 15.6%).

Along with that, the scale of trade increases year by year, reaching a record of about 850 billion USD in 2025, among the top 20 countries in the world...

Removing obstacles for nearly 3,000 projects with total capital of millions of billions of VND

In implementing three strategic breakthroughs, the Deputy Prime Minister said that investment in infrastructure systems is focused on leadership, especially in highway traffic infrastructure, airports, seaports, urban railways, digital infrastructure, etc., opening up new development space.

“By the end of 2025, 3,200km of expressway will be basically completed (exceeding the target of 3,000km) and 1,700km of coastal road (achieving the set target); Long Thanh International Airport and key infrastructure, information technology and energy projects will be basically completed,” according to the report presented by the Deputy Prime Minister.

He also informed that many backlogged projects, long-term loss-making enterprises, 5 weak credit institutions and 12 loss-making and ineffective projects for many terms have been resolutely handled, achieving positive results.

The Government has led and directed localities to resolve difficulties to put into operation and business, continue to invest in 1,154 projects and real estate facilities with a total value of about 675,000 billion VND and is directing the review, classification, and proposal to competent authorities to resolve difficulties for nearly 3,000 projects with a total capital of millions of billions of VND and a land use scale of hundreds of thousands of hectares.

Besides, there are many results in cultural and human development, progress, social justice and social security, according to the First Deputy Prime Minister.

National defense and security are also consolidated and enhanced; social order and safety are ensured; national independence, sovereignty and territorial integrity are maintained.

But besides that, the Government leader said that the pressure on macroeconomic management is still great; the growth quality in some areas is not high; the lives of a part of the people are still difficult...

By 2030, Vietnam's GDP is expected to be in the top 30 in the world.

In the new term, Deputy Prime Minister Nguyen Hoa Binh emphasized the goal of building an honest, action-oriented, self-reliant, self-confident, development-creating Government, determined to make breakthroughs, and successfully achieve the country's development goals in the new era.

The general goal set by the Government is to maintain a peaceful and stable environment; develop the economy rapidly and sustainably; and strive to become a developing country with modern industry, high average income, and GDP in the top 30 economies in the world, and third in ASEAN by 2030.

In terms of socio-economics, the Government aims for an average GDP growth rate of 10% or more per year; GDP per capita by 2030 will reach about 8,500 USD.

The Government has proposed a series of solutions to realize these goals, with the foremost being identifying Party building in terms of politics, ideology, and ethics as a key task.

In particular, an important task mentioned by the Deputy Prime Minister is to continue to reorganize the internal apparatus of party organizations, agencies and units.

The Government also determined to strengthen the Party's inspection, supervision and disciplinary enforcement work; the work of preventing and combating corruption, waste and negativity in the direction of shifting the focus to proactive prevention and warning of violations, firmly grasping the situation, not allowing "gaps" or "dark areas"; not allowing small violations to accumulate into major violations...

In carrying out the task of socio-economic development, the Government emphasizes focusing on quickly perfecting institutions, liberating production capacity, mobilizing all resources and creating new driving forces for development.

The Government will direct the focus on completing the goal of having 5,000km of expressway nationwide by 2030; completing the entire coastal road, the Lao Cai - Hanoi - Hai Phong railway, urban railways in Hanoi (100km) and Ho Chi Minh City (100km)...

Along with that is the investment in Ninh Thuan 1 and 2 Nuclear Power Plants, a number of nuclear power plants with suitable scale, new technology, safety; investment in the construction of a number of key national cultural, sports, educational, medical works of regional and international scale...

The Government also aims to develop “innovation” into a movement and trend for the entire population - building a digital nation; effectively implementing breakthrough mechanisms and policies for the development of science, technology, innovation and digital transformation. “By 2030, the scale of the digital economy will reach at least 30% of GDP,” the political report stated.

Along with strictly managing State budget revenue and expenditure, reducing the proportion of regular expenditure, increasing the proportion of development investment expenditure; resolutely cutting unnecessary expenditures, the Government will direct the focus on completely removing obstacles for long-standing backlog projects, freeing up resources for the economy...
