Accordingly, to facilitate the organization of the Rice Harvest Festival for the ethnic minority communities in the four highland communes (Phan Son, Phan Lam, Phan Dien, and Phan Tien) of Bac Binh district, taking place from January 24-25, 2024 (corresponding to the 14th and 15th days of the 12th lunar month), and the Lunar New Year of the Year of the Dragon 2024 in the ethnic minority areas, the Chairman of the Provincial People's Committee requests the People's Committees of districts, towns, and cities to take the lead and coordinate with relevant departments and agencies, as well as direct local committees, agencies, and organizations to proactively organize a joyful, economical, and safe Tet celebration for the people. They should also organize visits to encourage and support the people, especially poor households and families receiving preferential treatment in the ethnic minority areas of the province.

The Department of Labor, War Invalids and Social Affairs will proactively coordinate with the People's Committees of districts, towns, and cities to inspect the situation of food shortages and hunger during the lean season. In cases where ethnic minority households experience food shortages and hunger during the lean season, they will promptly advise on and organize relief efforts; ensuring that no ethnic minority household suffers from food shortages or hunger before, during, and after Tet. At the same time, they will coordinate and propose visits and gift-giving to policy beneficiaries and poor households during the Tet holiday (the first rice harvest) and the Lunar New Year of the Year of the Dragon 2024, as directed by the Standing Committee of the Provincial Party Committee and the Provincial People's Committee.

The Department of Culture, Sports and Tourism is implementing a plan for performing arts to celebrate the Rice Harvest Festival of the K'ho and Raglay ethnic groups and the Chabul (Ky Yen) Festival of the Cham ethnic group in Bac Binh, Ham Tan, and Ham Thuan Nam districts. The Provincial Ethnic Affairs Committee is proactively coordinating with relevant departments and localities to develop a plan for visiting and extending New Year greetings, and preparing the necessary conditions for provincial leaders to visit and extend New Year greetings to ethnic minority communities in four highland communes of Bac Binh district on January 24, 2024, and the Lunar New Year of the Year of the Dragon 2024, according to the general plan.
