These models not only contribute to innovating methods of mobilizing the masses, but also directly create social consensus in implementing local socio-economic development policies.
People's mobilization efforts should closely follow people's lives and address their needs.
Since the beginning of August 2025, every Saturday morning, the leaders of De Gi commune have regularly held meetings to listen to the opinions and suggestions of the people at the village cultural centers.
According to Pham Dung Luan, Secretary of the Commune Party Committee: The "Saturday Listening to the People" model originated from the need to innovate activities within the two-tiered local government model, with the motto "close to the people, understand the people, listen to the people." After nearly six months of implementation, the model has shown clear effectiveness.

“The commune has received hundreds of feedback comments from residents regarding environmental pollution, repairs and upgrades to dilapidated roads and canals, and suggestions on policies to create sustainable livelihoods for poor and near-poor households…”
"Many issues were resolved right at the dialogue session, creating consensus and trust among the people," Mr. Luan emphasized.
Building upon the model of "Listening to the people - explaining things so the people understand - earning the people's trust," in 2025, An Hao commune will continue to concretize it with many practical and effective "skilled people mobilization" models.
According to Than Nhu Vuong, Head of the Party Building Committee of Than Nhu Vuong commune, the locality focuses on enhancing the sense of responsibility of cadres and Party members; reviewing and thoroughly understanding the thoughts and aspirations of the people, clarifying the causes of difficulties and obstacles that arise in order to have appropriate and timely solutions.
"This approach has garnered high levels of public support, particularly evident in the compensation and land clearance process for the North-South expressway project."
"Thanks to the coordinated efforts of the entire political system, 100% of the affected households have agreed to hand over the land, without any complex complaints arising, contributing to ensuring the project's construction progress," Mr. Vuong said.
According to Nguyen Huynh Huyen, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, in 2025, the department, together with Party committees at all levels, focused on building and replicating many grassroots-oriented mass mobilization models, putting the people at the center, and considering tangible effectiveness as the measure.
The overarching principle is "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," thereby strengthening the people's trust in the Party and the government.
Spreading values, unleashing the people's potential.
Beyond addressing immediate problems, many grassroots mobilization models aim for long-term goals such as harnessing the people's internal strengths, linking economic development with preserving cultural identity, and building a civilized way of life.

In Ia Ly commune, Ms. H'Uyên Niê (a part-time staff member of the Commune People's Committee Office) has actively encouraged ethnic minority people to participate in a community tourism model linked to traditional brocade weaving.
Driven by a desire to help women in the village change their mindset and way of doing things, proactively improve their lives, and at the same time preserve and promote the cultural identity of the Jrai people, she persistently campaigned to establish and develop a cooperative model for weaving brocade.
Ms. H'Uyên Niê expressed: To date, the model has not only been replicated but has also created stable jobs for 74 artisans, contributing to raising people's income and forming a cultural tourism highlight in the locality. This is clear evidence of the effectiveness of community mobilization work when it knows how to properly unleash the potential, advantages, and actual needs of the community.
In urban areas, the "National Flag Street" model on Xuan Dieu Street (Quy Nhon Ward), which has been maintained for many years, also demonstrates its enduring influence.
According to Nguyen Huu Khuc, Secretary of the Ward Party Committee, displaying the national flag uniformly along the street not only contributes to urban aesthetics but also carries profound political and social significance, arousing patriotism, national pride, and a spirit of unity among the people.
Through this, each citizen becomes more aware of their responsibility to participate with the government in urban beautification and the creation of a civilized and modern living space.
Evaluating the effectiveness of "Skilled Mass Mobilization" models in the province, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Rah Lan Chung, affirmed: Many good and creative approaches have garnered the support and active participation of cadres, Party members, association members, union members, and all strata of the people. From the practical experience of these models, many patriotic emulation movements have been strongly promoted, making a practical contribution to the socio-economic development of the province.
In 2026, the Provincial Party Committee requested that Party committees, government agencies, associations, and mass organizations continue to thoroughly understand and widely implement the "Skilled Mass Mobilization" emulation movement, in conjunction with the implementation of Resolution No. 25-NQ/TW on strengthening and renewing the Party's leadership over mass mobilization work in the new situation.
At the same time, it is important to promptly commend and reward outstanding collectives and individuals, creating motivation for good models to continue to be replicated and spread, truly becoming a strong bridge between the Party's will and the people's aspirations.
