Decree 147 on management, provision and use of Internet services and online information takes effect from today, December 25, 2024.

An important content of the new Decree is to guide the policies stipulated in the Telecommunications Law 2023, including regulations on Internet resource management; domain name registration and maintenance services; and the national Internet exchange station VNIX.

Talking to VietNamNet reporter, Ms. Tran Thi Thu Hien, Deputy Director of Vietnam Internet Center - VNNIC (Ministry of Information and Communications), said that regarding Internet resource management, the new point of Decree 147 is the full, synchronous, and comprehensive regulations on domain name registration and use; domain name registration and maintenance services; conditions, rights and obligations of businesses providing domain name registration and maintenance services in accordance with the current practical situation.

At the same time, ensure compliance with the Investment Law on conditional business services, with equal regulations for .VN domain names and international domain names.

VNNIC representative also said that the regulations on Internet resource management in Decree 147 aim to create a legal corridor to overcome difficulties and inadequacies arising from the implementation of Decree 72 in 2013; catch up with the development trend of digital technology, Internet resource technology and ensure continuity with the remaining appropriate regulations.

Regulate activities of providing domain name registration and maintenance services to create conditions for domestic service providers to develop healthily; and ensure equal competition between domestic and foreign enterprises.

At the same time, it contributes to promoting the digital transformation process in Vietnam safely and sustainably through establishing a fair and transparent business environment and preventing acts of taking advantage of activities and services on the Internet to carry out illegal activities.

In addition to the mechanism of exemption and reduction of registration fees to encourage and support people and businesses to have an online presence and build their brands on the Internet with .VN domain names, Decree 147 also adjusts regulations on handling disputes over .VN domain names.

The adjustment of the regulations on handling disputes over .VN domain names is to further synchronize with the model of regulations on resolving domain name disputes according to international practices, in accordance with the domain name dispute resolution policy of the International Domain Name System - ICANN and the policy in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership - CPTPP.

In addition, the regulations on Internet resource management in Decree 147 also aim to reform administrative procedures, onlineize procedures for people, organizations, and businesses, create easy and convenient conditions for registering and using Internet resources; and promote the application of IPv6 technology.

According to VNNIC's analysis, in addition to improving the effectiveness of state management through synchronous and complete regulations, the regulations on Internet resource management in Decree 147 also bring benefits to organizations, individuals and businesses providing domain name registration and maintenance services.

Specifically, organizations and individuals are free to choose to register to use Internet resources according to regulations; clearly know the address and organization providing the service of registering and maintaining Internet resources; and are guaranteed legal rights in registering to use Internet resources.

For businesses providing domain name registration and maintenance services, the new Decree aims to create a fair and equal business environment between domestic and foreign businesses, with management of cross-border service provision activities.

In order for the regulations on Internet resource management in Decree 147 to come into effect soon, VNNIC has paid special attention to policy communication. Specifically, in addition to participating in the conference to disseminate Decree 147 chaired by the Ministry of Information and Communications, VNNIC has recently proactively guided businesses to grasp and implement the regulations related to the provision of domain name registration and maintenance services in the new Decree.

In the coming time, VNNIC will continue to promote training, education and dissemination of legal regulations to businesses providing domain name registration and maintenance services.

In addition, VNNIC will innovate the professional management of Internet resources in Vietnam based on effective professional measures being implemented.
