
This was affirmed by Prime Minister Pham Minh Chinh at the groundbreaking, inauguration, and technical opening ceremony of 234 projects and works to celebrate the 14th National Congress of the Party, held on the morning of December 19th, coinciding with the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025), at the central location of the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi city).
National Assembly Chairman Tran Thanh Man attended the groundbreaking ceremony for the Red River Scenic Boulevard project in Hanoi. The event was held simultaneously at 79 locations, combining in-person and online participation. Also present at these locations were leaders and former leaders of the Party, State, and Vietnam Fatherland Front; members of the Politburo , Secretaries of the Central Committee, Deputy Prime Ministers, Vice Chairmen of the National Assembly, and leaders of central committees, ministries, and agencies.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that in the sacred and heroic atmosphere of the historic December days, exactly 79 years ago when beloved President Ho Chi Minh issued the Call for National Resistance in 1946, we are very pleased to attend the groundbreaking, inauguration, and technical opening ceremonies of 234 projects and works to celebrate the 14th National Congress of the Party, with a total investment of over 3.4 trillion VND, broadcast live from 79 locations across the country.

In this solemn moment, we respectfully remember and express our boundless gratitude to the beloved President Ho Chi Minh – the great teacher of the Vietnamese Revolution, the national liberation hero, and a world cultural figure of Vietnam. We express our profound gratitude and appreciation to the heroic martyrs, the heroic Vietnamese Mothers, wounded soldiers, sick soldiers, and all generations of people, cadres, and soldiers who bravely dedicated and sacrificed themselves for the independence and freedom of the Fatherland.
The Prime Minister stated that on December 19, 1946, the beloved President Ho Chi Minh issued the "Call to Arms for National Resistance" - a powerful rallying cry urging the entire nation to "rise up together," wage a "protracted resistance" to drive out the invaders, with unwavering determination and the fire of struggle, "to die for the survival of the Fatherland," so that "every citizen is a soldier, every village is a fortress," resolutely defending the fledgling independence of the country.
The spirit of "national resistance" of the past has now become a guiding light for the entire Party, people, and army to successfully implement the Party's resolutions, realizing the two strategic goals for the 100-year period. In particular, focusing on developing a synchronous and modern infrastructure system – one of the three strategic breakthroughs – is of special importance, opening up new development opportunities and creating a foundation for rapid and sustainable national development.
Since the beginning of this term, in the context of a rapidly changing, complex, and unpredictable world, with more difficulties and challenges than opportunities and advantages, guided by the motto "The Party has directed, the Government has agreed, the National Assembly has concurred, the people have supported, the Fatherland has awaited, and international friends have provided assistance, so we will only discuss action, not retreat," all levels, sectors, and localities have focused on implementing decisively, synchronously, and effectively the tasks and solutions to "turn crisis into opportunity," "reverse the situation, and transform the state" in investing in the development of the socio-economic infrastructure system.
Thanks to the efforts of the entire political system, all levels, sectors, localities, and the people nationwide under the leadership of the Party, during the past term, the country's socio-economic infrastructure system has made breakthroughs with many large-scale, synchronized, modern projects that are interconnected, have a ripple effect, and create a foundation for the future. From expressways, airports, and seaports to digital infrastructure, energy infrastructure, healthcare, education, culture, and sports infrastructure, these projects have been invested in and completed in record time, with rapid progress and improved quality, contributing to changing the face of the country, playing a crucial role as a growth engine, and opening up new development opportunities for the nation.

Following the success of the two simultaneous groundbreaking and inauguration ceremonies for major infrastructure projects on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 19, 2025, with 80 projects) and the 80th anniversary of the August Revolution and National Day on September 2 (August 19, 2025, with 250 projects), today we are holding the groundbreaking, inauguration, and technical opening ceremonies for 234 key projects. Of these, 86 projects have been inaugurated and opened to traffic with a total investment of over 378 trillion VND; and 148 projects have been started with a total investment of over 3 trillion VND. These are large-scale, technically complex projects that play a particularly important role in socio-economic development, with the following "highlights": the largest total investment capital (over 3.4 million billion VND); the largest private capital participation (nearly 2.8 million billion VND, accounting for over 82%); and the largest investment project scale (Olympic Sports City with a capital of 925 trillion VND).

Thus, after three groundbreaking and inauguration ceremonies for major national key projects across the country in 2025, we now have 564 projects with a total investment of over 5.14 million billion VND, of which private capital accounts for the majority with over 3.8 million billion VND (74.6%), and state capital is 1.3 million billion VND (25.4%); nearly 140 major projects have been completed and put into effective operation. These socio-economic infrastructure projects, both those launched and inaugurated in the past and those at today's ceremony, demonstrate the thinking, vision, and aspiration of the Vietnamese people and nation to "reach far into the ocean, penetrate deep into the earth, and soar high into space."
We have inaugurated many important and strategic projects, projects reflecting the "will of the Party and the people," ensuring "no one is left behind," including unprecedentedly large projects, projects that are "firsts," and new projects of "historical significance." We have started construction, laying the first bricks for projects of the future, with a vision "ahead of its time," such as the Gia Binh airport mega-project; projects "reaching out to the open sea" such as Hon Khoai port and Can Gio urban area; urban railway projects connecting internationally, preparing for the construction of the North-South high-speed railway; and implementing century-long vision projects such as the Red River Landscape Boulevard and the Olympic Sports Village - the location chosen as the central hub today.

These are crucial prerequisites and foundations for a synchronized and modern infrastructure system, meeting the development requirements of the country in the new era; they are important "links" contributing to building a peaceful, stable, integrated, strong, prosperous, civilized, thriving, and happy Vietnam, steadily advancing towards socialism.
The projects that have been launched and inaugurated recently span across the entire country, covering all sectors, with five important affirmations:
Firstly, it affirms the strategic vision, breakthroughs, and maturity in the leadership, guidance, and management of the Party and the State; the organizational capacity of ministries, sectors, and localities; and the decisive involvement of the entire political system.
Secondly, it affirms the strong progress in building the country's strategic infrastructure; demonstrating the stature, courage, and intelligence of the Vietnamese people and their aspiration to continue conquering new heights.
Thirdly, it affirms the Party's correct policy in developing the private economy, using public investment to lead and stimulate private investment, and mobilizing and effectively utilizing all social resources in all fields.
Fourth, affirming the viewpoint that "the people are the foundation" and the strength of national unity creates motivation, inspires, and awakens the aspiration to contribute for all subjects in society.
Fifth, affirming the Vietnamese people's cultural tradition of self-reliance and self-strengthening, embodying the spirit of "making promises and fulfilling commitments, ensuring concrete, quantifiable, and measurable results"; and the spirit of "turning nothing into something, making the difficult into easy, and the impossible into the possible"; "rising from one's own hands, mind, land, sky, and sea."
On behalf of the Government, the Prime Minister respectfully thanks the leadership and guidance of the Central Committee, and regularly and directly the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong in the past, and now General Secretary To Lam; the involvement of the entire political system; the support and active participation of the people and the business community; and the cooperation and assistance of international friends.

The Prime Minister acknowledged and commended the efforts and determination of ministries, departments, localities, investors, contractors, consulting units, and workers on construction sites – the "soldiers" on the silent front, striving and working day and night on projects that "overcome the sun, conquer the rain, and are not defeated by storms," working in "three shifts, four teams," "eating quickly, sleeping urgently," "working day and night," "working day and night, working on holidays"... The sweat, even blood and tears, sleepless nights, working through holidays and Tet on construction sites, "offices that never turn off the lights"... have crystallized into projects that create the development of the country and bring practical benefits to the people.
The Prime Minister commended and highly appreciated the proactive, responsible, and decisive involvement of ministries, sectors, and localities in resolving and removing institutional and policy barriers and difficulties; and praised the news agencies and press for actively publicizing and spreading exemplary models and advanced examples in the implementation of important national projects.
At the same time, the Prime Minister expressed his deep gratitude to the people who were willing to give up their land, relocate, and resettle, accepting immediate losses to build infrastructure for the future of the country and for the people themselves. The Prime Minister extended his heartfelt thanks to domestic and foreign businesses that have trusted, invested, and contributed to a prosperous, strong, self-reliant, and independent Vietnam with the spirit of "harmonious benefits, shared risks."
The Prime Minister stated that, in 2026 and beyond, in order to successfully achieve the two centenary strategic goals, the Party and State have set the target of striving for double-digit growth, with the development of socio-economic infrastructure continuing to be clearly identified as one of the three strategic breakthroughs.
The Government and the Prime Minister request that all levels, sectors, localities, and relevant agencies and units continue to further promote the achievements made, strive to overcome difficulties and challenges, with the spirit of "having tried hard enough, let's try even harder; having united, let's unite even more; having been determined, let's be even more determined; having been effective, let's be even more effective"; focusing on implementing the "5 guarantees" in investment and development of socio-economic infrastructure projects, including: Ensuring a transparent institutional framework, smooth infrastructure, smart governance, common practices, and cooperative understanding; Ensuring resources, material supply, progress, and quality of projects; Ensuring the progress of land clearance, resettlement, and stable living conditions for the people; Ensuring improved efficiency in capital utilization, preventing cost overruns, corruption, negative practices, losses, and waste; Ensuring that investments are made effectively, bringing tangible benefits to the people and promoting rapid and sustainable socio-economic development of the country.
At the same time, the Government and the Prime Minister are committed to continuing to play a central role in creating, supporting, and facilitating the most favorable conditions for the synchronous and effective implementation of projects, especially key projects, ensuring they are completed on schedule, with quality, safety, technical and aesthetic standards, environmental sanitation, and landscape preservation as prescribed. In particular, resettlement areas must ensure that people in the project area relocated to new homes have a life at least equal to or better than their previous living conditions. Building on the glorious historical tradition, with the highest sense of responsibility – "all for the benefit of the nation and people, for the prosperous and happy lives of the people, for the rapid and sustainable development of the country" – and with a spirit of unity, determination, and "swift and bold" construction, We hope and believe that key infrastructure projects will be completed on time, ensuring quality, bringing practical benefits to the people and the country, contributing to the country's steady progress into a new era of development, prosperity, civilization, happiness, and a firm march towards socialism.

* The ceremony included the awarding of state-level prizes. On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented the Third-Class Labor Medal to collectives with outstanding achievements. On this occasion, many collectives were also honored with Certificates of Merit from the Prime Minister.
Among the outstanding collectives, LIZEN Joint Stock Company stands out. Over the years, LIZEN Joint Stock Company has participated in the construction of many key national and local transportation projects, affirming its capacity for construction organization, quality management, and project completion.
Notably, LIZEN is the leading contractor in the consortium for package XL01 of the North-South Expressway project, specifically the Van Phong-Nha Trang section, completing and putting it into operation 8 months ahead of schedule. This is the first section of the North-South Expressway project (2021-2025 phase) to be approved for operation. In the Bien Hoa-Vung Tau Expressway, National Highway 45-Nghi Son, and Vung Ang-Bung projects, the company has completed or is currently constructing ahead of schedule, contributing to ensuring the overall progress of the entire project.
In addition, LIZEN has participated in the construction of many large-scale transportation routes such as Bac Giang-Lang Son, Van Don-Tien Yen, and Ha Long-Van Don; and has contributed to the completion of the transportation infrastructure system in Hung Yen province through key projects such as the Ring Road 4 - Capital Region and the Tan Phuc-Vong Phan road.
