In the first months of 2025, China implemented a number of new policies that caused many disadvantages for import and export activities of goods through the province's border gates.
Ms. Ha Thi Kim Dung, Captain of the Customs Department of Huu Nghi International Border Gate, said: In early 2025, China has increasingly tightened the quality control of imported goods, applying a number of additional measures to Vietnamese fruits exported to this market, especially requiring the inspection of cadmium and yellow o on durian and jackfruit. China's strict control of import and export goods has increased customs clearance time to 3 to 5 days. Therefore, some traditional export enterprises through Huu Nghi International Border Gate have chosen other border gates such as Tan Thanh, Chi Ma, Ta Lung ( Cao Bang ) to import and export goods.
In addition to the above disadvantages, the extension of the time for granting temporary license plates for imported automobiles according to Circular 79/2024/TT-BCA of the Ministry of Public Security dated November 15, 2024 on granting and revoking vehicle registration certificates, license plates of motor vehicles and specialized motorbikes also greatly affects automobile importing enterprises. Imported automobiles must be kept at the border gate waiting for specialized inspection results for many days, leading to high wharfage costs and affecting product quality.
The implementation of procedures for opening exit and entry vehicle declarations according to Decree No. 167 dated June 30, 2025 of the Government amending and supplementing a number of articles of Decree No. 08 dated January 21, 2015 of the Government detailing and implementing measures for the implementation of the Customs Law on customs procedures, inspection, supervision and control also encountered some difficulties such as: no automatic declaration, management, monitoring and control system; the software system is not operating stably; there is no remote declaration system for vehicle declarants...
Faced with the above reality, departments, branches and functional forces at the border gates have synchronously deployed solutions to create maximum convenience for import-export enterprises.
Mr. Hoang Khanh Duy, Deputy Head of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, said: The unit has actively disseminated and provided specific information to the authorities of provinces and cities, agricultural import-export enterprises, and people about strict regulations on quality control of durian and jackfruit. In particular, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone has proactively coordinated and advised the Provincial People's Committee to request the Vietnam Register to support and remove difficulties in procedures for importing motor vehicles for enterprises importing cars through the province's border gates.
Accordingly, from January 2025, the Vietnam Register has sent technicians directly to the border gate to inspect and issue temporary license plates for imported automobiles. Thanks to that, the time for carrying out temporary license plate issuance procedures has been shortened to 2 to 3 days, a reduction of 5 to 7 days compared to 2024.
Along with that, departments, branches and customs forces at border gates also actively propagate and guide enterprises to understand and agree in carrying out procedures for opening declarations for exit and entry vehicles; pay attention to building and stably operating the automatic declaration, management and control system; review and flexibly implement declarations according to new regulations, both facilitating customs clearance of enterprises' goods and ensuring the requirements of State management according to regulations...
With synchronous solutions implemented by the functional sectors, the import and export results through the province in the first months of 2025 have grown steadily and achieved positive results with high customs clearance efficiency, averaging about 1,600 vehicles/day, peaking at over 2,000 vehicles/day. The total import and export turnover through the province's border gates from the beginning of 2025 to present has reached over 53.5 billion USD, an increase of over 41.1% over the same period in 2024. Of which, exports reached over 16.2 billion USD, imports reached over 37.2 billion USD. Accumulated from the beginning of 2025 to August 14, 2025, import-export tax collection through the province reached 7,189.6 billion VND, an increase of 63% over the same period in 2024, exceeding 11% of the assigned target, reaching 63% of the target (11,400 billion VND).
Ms. Nong Thi Thu Hien, representative of Con Ong Transport Joint Stock Company (Ho Chi Minh City) said: The company regularly imports machinery and electronic components through Huu Nghi International Border Gate. At the beginning of 2025, the company encountered some problems in the process of importing goods, having to wait for many days to complete procedures at the Chinese border gate. However, the customs force and relevant agencies of the province promptly resolved and removed the problems. Currently, most of the company's shipments are cleared on the same day, much faster and more convenient.
In the context of many factors still affecting import-export activities, in the coming time, the provincial authorities will continue to promote planning and investment in infrastructure construction, synchronization in the border gate area; actively deploy the pilot construction of smart border gates... thereby creating favorable conditions for import-export enterprises. Thereby, contributing to increasing state budget revenue, positively contributing to the economic growth of the province.
