
Accordingly, the Standing Committee of the National Assembly resolved to adjust and supplement the 2025 central budget expenditure estimate that has been decided by the National Assembly but has not yet been allocated in detail to ministries, branches and localities to implement the policy of giving gifts to people as prescribed in Clause 9, Article 4 of Resolution No. 160/2024/QH15.
Total cost is about 11,000 billion VND. Gift amount: 1 time, 100,000 VND/person.
Recipients: All citizens of Vietnamese nationality and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database as of August 30, 2025.
The Government shall organize the implementation of this Resolution; be responsible for the data and proposed content; direct the Ministry of Public Security , the Ministry of Finance, the State Bank of Vietnam, the People's Committees of provinces and centrally run cities and relevant agencies to carry out gift giving in a timely, public, transparent and appropriate manner, to the right recipients, and to avoid loss, waste and negativity.
The Nationalities Council and Committees of the National Assembly, National Assembly delegations, National Assembly deputies, and the State Audit Office, within the scope of their tasks and powers, shall supervise and audit the implementation of this Resolution.
This Resolution comes into force from the date of signing (August 29, 2025).
