The impact of storm No. 10 caused heavy rain and floods in Mo Vang commune. With the urgent and drastic intervention of the Party Committee, the government and the cooperation of the people, Mo Vang commune quickly overcame the consequences, restored production and stabilized people's lives.

According to the report of the People's Committee of Mo Vang Commune, from the morning of September 29, 2025 to October 1, 2025, there was heavy rain in the area. In the following days, it continued to rain, causing many inter-village and inter-commune roads to suffer serious landslides.

The floods swept away 3 houses, inundated 28 houses, and affected 52 houses due to landslides; more than 1,000 livestock and poultry were swept away; over 300 hectares of rice, crops, and plants were damaged; bridges, culverts, state works, and transportation systems were seriously damaged; some villages along the stream were isolated for many hours... The total damage is estimated at nearly 33 billion VND.

Immediately after the rain stopped, the Party Committee and the government of Mo Vang commune deployed forces to inspect the field, count the damage and make an emergency recovery plan. The militia, commune police, union members and youth were mobilized to landslide and flooded areas to help people evacuate their property, dredge mud and soil, and temporarily clear traffic routes.

At the same time, the commune activated the "4 on-site" motto to proactively respond promptly and minimize damage after natural disasters. The commune's Disaster Prevention and Search and Rescue Command is on duty 24/7 to coordinate rescue forces.

Mr. Tran Tuan Anh - Vice Chairman of Mo Vang Commune People's Committee said: "The commune has mobilized all militia, self-defense, commune police and people of the villages to overcome the consequences of natural disasters. The top priority is to clear the cut-off traffic routes so that people can travel and transport food and necessities. Next is to check the entire irrigation system, temporarily adjusting the flow to prevent further flooding."

Thanks to the drastic measures, by the 4th day after the flood, 100% of the main roads had been temporarily repaired, and the heavily eroded areas had warning signs. The severely affected households were evacuated to safe temporary accommodation, with food and clean water provided.

During the recovery process, the commune paid special attention to mobilizing the people. Villages established shock troops to help disadvantaged households, policy households, and poor households that suffered heavy losses. Hundreds of working days were mobilized to help repair houses, clear mud, and restore production.

Mr. Song A Ho, Head of Khe Long 2 village, shared: “We mobilized all the forces in the village and divided them into many groups to help move assets, clean up, and repair roads. Everyone tried to work as quickly as possible so that people could soon stabilize their lives.”

At the same time, the commune government provided timely support with food, clean water, and necessities to affected households. Commune organizations actively mobilized donations of money and necessities to send to affected households.

In addition to stabilizing housing, Mo Vang commune identified post-disaster production recovery as a key task, aiming to help people stabilize their lives soon. The commune People's Committee directed professional staff to guide people in cleaning their fields, restoring slightly affected rice and crop areas; and dredged and cleared irrigation canals to ensure irrigation water.

In addition, the commune also coordinates with businesses to support agricultural materials, helping farmers to resume production soon.

Mr. Do Cao Quyen - Chairman of Mo Vang Commune People's Committee said: "The Commune People's Committee has submitted a proposal to Lao Cai Provincial People's Committee to consider supporting and allocating funds so that the locality can quickly stabilize production and people's lives.

The commune develops a plan for households that no longer have a place to live; repairs traffic routes; continues to organize disinfection spraying to prevent epidemics; organizes the receipt and distribution of funding allocated to the people and units that have suffered damage; implements the national target program for projects and sub-projects related to production and livestock recovery so that people can quickly change their crop and livestock structure to stabilize their lives and production.

Along with that, Mo Vang commune focuses on reviewing and perfecting disaster response plans, assigning specific responsibilities to each village and each force. In particular, priority is given to upgrading key traffic and irrigation works; strengthening the early warning system to minimize damage when natural disasters occur.

Take advantage of funding support to invest in solidifying works that are easily affected by floods. Main roads and temporary bridges will be upgraded to solid concrete bridges, stream embankment systems will be reinforced to protect the safety of residential areas.
