In his summary report at the Conference, Mr. Vu Dinh Hieu, Deputy Director of the Institute of Environmental, Marine and Island Sciences, said that the Institute was established under Decision No. 815/QD-TTg on the establishment of the Institute of Environmental, Marine and Island Sciences under the Ministry of Natural Resources and Environment dated July 7, 2023 of the Prime Minister, on the basis of reorganizing the Institute of Environmental Sciences under the General Department of Environment and the Institute of Marine and Island Studies under the General Department of Vietnam Seas and Islands. On September 29, 2023, the Minister of Natural Resources and Environment issued Decision No. 2818/QD-BTNMT, stipulating the functions, tasks, powers and organizational structure of the Institute.

According to Mr. Hieu, in 2023, with the attention and direction of the leaders of the Ministry of Natural Resources and Environment, the coordination and support of the functional units of the Ministry; the solidarity, efforts and endeavors of all officers and employees in the Institute, the plan to implement the tasks in 2023 of the Institute has been actively and urgently deployed, and to date, the plan to implement the tasks in 2023 has been basically completed, contributing significantly to the work of comprehensive management of marine and island resources and environment.

Specifically, in 2023, the Institute of Environmental Sciences was assigned to implement 1 transitional ministerial-level science and technology project and 1 ministerial-level science and technology project and 2 new grassroots-level projects, 4 regular tasks according to functions and 4 tasks from environmental protection career sources; the Institute of Marine and Island Research was assigned to implement 2 state-level scientific research projects, 1 ministerial-level scientific research project, 5 regular tasks according to functions and 1 task from environmental career sources. "Up to now, all of the Institute's topics and tasks have basically completed their contents, meeting the set requirements. The products of the topics and tasks ensure scientific content and quality and contribute to the development and completion of legal documents," said Mr. Hieu.

Regarding international cooperation, in 2023, the Institute will continue to strengthen traditional friendship relations with foreign organizations and partners to carry out a number of cooperation contents, including some outstanding activities such as: Implementing the Non-Project "Support for equipment for investigation, survey and analysis of ocean plastic waste from the Japanese government"; implementing the Letter of Intent on cooperation in marine waste management between the Ministry of Natural Resources and Environment of Vietnam and the Ministry of Environment of Japan signed and extended in August 2023, the Institute participated in a joint survey between Vietnam and Japan on marine plastic waste in the sea area of Hai Phong city; training courses, capacity building for surveying and analyzing plastic waste; completing the Draft Circular on technical regulations on investigation and assessment of marine plastic waste.

In addition, the Independent Research Institute on Environmental Issues (UfU) on “Climate Protection through Energy Plants - Part II (CPEP II)”; Participating in the implementation of the Project on the Implementation of the Strategic Action Program on the East Sea, with the activity: “Reducing habitat degradation and loss through national and local level reforms to achieve the goals of the Strategic Action Program on coastal habitat management in the East Sea” funded by the Global Environment Facility (GEF)…

Regarding the tasks for 2024, the Deputy Director said that in 2024, the Institute will strive to successfully complete the assigned tasks in the plan, while making efforts to cooperate in scientific research and seek service contracts to improve the lives of officers, civil servants and workers.

Accordingly, we will continue to coordinate with the Department of Organization and Personnel to complete the project of arrangement and assignment to serve the consolidation and appointment of leadership and management positions of organizations under the Institute, submit it to the Ministry for approval and organize implementation when approved.

Continue to implement projects, tasks, transitional scientific research topics and new open tasks. Regarding new open tasks, in 2024, the Institute will complete the appraisal comments of functional units to submit for approval of the budget explanation and organize the implementation according to the approved progress of projects, tasks and topics. Specifically, the Project on Coordination, general management of the project and organization of investigation and assessment of the current status of plastic waste in Vietnam's seas; propose control and management solutions; Project on Investigation and assessment of the carrying capacity of the environment and propose solutions for management, pollution control and environmental protection of lagoons in the sea area from Thua Thien Hue to Ninh Thuan.

Project to investigate, survey, and develop a set of criteria to assess the sensitivity and resilience of natural environmental systems under the impact of climate change and conduct a pilot assessment in a province in the Mekong Delta; Project to investigate, survey, and develop technical guidance documents on the application of technologies and measures to reduce greenhouse gas emissions for waste treatment facilities that must conduct greenhouse gas inventories.

In addition, the organization effectively receives and operates the equipment of the Non-Project “Support for equipment for investigation, survey and analysis of ocean plastic waste from the Japanese government”.

Regarding international cooperation, promoting the results achieved in 2023 in international cooperation, in 2024, the Institute will continue to strengthen and expand relations with international partners to propose cooperation programs and projects...

At the Conference, representatives of the Ministry's functional units congratulated the Institute on its achievements in 2023, gave comments on the 2024 plan, and affirmed that they would closely coordinate with the Institute to remove difficulties in order to further improve the effectiveness of scientific research and theory on integrated management of marine and island resources and environment in the coming time.

Speaking at the Conference, on behalf of the leaders of the Ministry of Natural Resources and Environment, Deputy Minister Le Minh Ngan acknowledged and commended the results achieved by the Institute of Environmental, Marine and Island Sciences in 2023, notably the solidarity and coordination with units under the Ministry to perfect the organizational apparatus according to the decision of the Prime Minister and the Ministry and excellently complete the assigned tasks in 2023.

Agreeing with the Institute's 2024 plan, the Deputy Minister suggested that it is necessary to continue to improve the apparatus, strengthen training, improve the capacity and professional qualifications of officials and employees, especially young officials, to fulfill assigned tasks. Along with that, in addition to the transitional tasks, the new tasks include increasing participation in research and monitoring to serve State management in the process of policy making, inspection, and examination... to improve the lives of officials and employees.

The Deputy Minister also noted that the Institute needs to specify each topic and project to have optimal solutions to achieve efficiency in the implementation of assigned topics and projects. At the same time, the field of scientific research on environment, seas and islands is very important to serve the State management work in this field, therefore, the Deputy Minister suggested that the Institute should soon research training on environment, seas and islands, establish a scientific journal...

Speaking at the Conference, on behalf of the leaders of the Institute of Environmental, Marine and Island Sciences, Director Nguyen Le Tuan thanked Deputy Minister Le Minh Ngan and leaders of units under the Ministry for their attention, and said that the Institute would accept the Deputy Minister's direction and comments from units to complete the 2024 plan. "The Institute hopes to continue to receive the attention and direction of the Ministry's leaders and the coordination of units to successfully complete the assigned tasks," said the Director.
