In Binh Thuan , ethnic affairs work continues to be given attention and implemented to contribute to economic, cultural, and social development, as well as ensuring political security, social order and safety, and improving the material and spiritual lives of ethnic minorities...
Accordingly, from the beginning of 2023 to the present, the Provincial Ethnic Affairs Committee has focused on implementing ethnic programs and policies, achieving certain results. For example, in implementing the "National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas, 2021-2030, Phase I: 2021-2025," the Committee advised the Provincial People's Committee to submit to the Provincial People's Council for promulgation three resolutions: Resolution No. 11/NQ-HĐND, Resolution No. 27/NQ-HĐND, and Resolution No. 28/NQ-HĐND concerning the capital plan and funding for the implementation of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas in Binh Thuan province. Based on this, the Ethnic Affairs Committee also advised the Provincial People's Committee to issue decisions related to the allocation of budget estimates and funding for the program.
Training, disseminating, and providing information to influential figures in ethnic minority areas in 2023.
Over the past period, the Provincial Ethnic Affairs Committee has consistently focused on planning and organizing training courses for relevant stakeholders. This includes providing knowledge and capacity building for ethnic affairs officials, lecturers, and communicators involved in the project to reduce child marriage and consanguineous marriage among ethnic minority groups (Sub-project 2, Project 9). This also involves disseminating legal information and promoting awareness among ethnic minority and mountainous communities (Content 2, Sub-project 1, Project 10), and providing ethnic knowledge training (Sub-project 2, Project 5). Simultaneously, the committee has promoted the development of communication programs on the National Target Program for socio-economic development in ethnic minority and mountainous areas through radio, television, and print media.
To date, the process of reviewing and recognizing the list of influential figures among ethnic minority communities in Binh Thuan province for the period 2023-2027, in accordance with the administrative procedures under the authority of the Provincial Ethnic Affairs Committee, has been implemented. Along with this, the Committee has advised the Provincial People's Committee to issue Decisions recognizing the list of 87 influential figures among ethnic minority communities in the province for the period 2023-2027. Simultaneously, it has coordinated with the People's Committees of the districts to select representatives of these influential figures to officially participate and propose to the Minister and Chairman of the Committee for Ethnic Minorities Affairs for consideration of awarding Certificates of Merit at the "National Program to Commend and Honor Outstanding Exemplary Figures Among Ethnic Minority Commendations in 2023". This year, the Provincial Ethnic Affairs Committee also organized training courses to enhance knowledge and skills and arranged for influential figures from ethnic minority communities to visit and learn from experiences in other provinces and cities.
Implementing the Provincial People's Council Resolution on Regulations on support for ethnic minority students in Binh Thuan province, the Ethnic Affairs Committee has received and processed 46 applications/689 million VND. Regarding the policy of supporting investment in production development and contracting forest management and protection for ethnic minority areas in the province for the period 2021-2030, the Committee also coordinated with the Provincial People's Committee to issue a Decision on the allocation of funds for the first phase of 2023 (11,736 million VND/39,120 hectares with 1,304 households receiving forest protection contracts). Furthermore, it directed the Mountainous Area Service Center to register for advance investment in hybrid corn and rice production for ethnic minority households with an investment value of over 9.8 billion VND. In addition, focus on ensuring a sufficient supply of seeds, materials, and goods to areas serving the production season of the people in a timely manner, and organize the purchase, payment, and debt collection for rubber investment in the 2023-2024 crop year… Regarding the organization of bidding for the procurement of materials and goods serving production according to the Law on Bidding, to date, the functional unit has successfully conducted bidding for 3 packages including CP 511 corn seeds, NK 7328 corn seeds, and urea fertilizer, and organized online bidding for packages to purchase fertilizers and CP corn seeds of various types.
For the remaining months of 2023, the Ethnic Affairs Committee will continue to organize and implement, fully and promptly advise on reports according to the directives of the Committee for Ethnic Affairs, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, and the Provincial People's Committee on matters related to ethnic affairs and ethnic policies. Simultaneously, it will focus on effectively implementing local policies such as: the policy supporting investment in production development and forest protection contracts for ethnic minority areas in the province from 2021 to 2030; the policy supporting students; the program for investing in infrastructure in ethnic minority areas… At the same time, it will continue to direct the Mountainous Area Service Center to effectively implement the policy supporting production development to provide timely provision of seeds, fertilizers, and pesticides for production and product consumption. This facilitates the development of production in ethnic minority and mountainous areas, and guides the people in effectively transforming the structure of crops and livestock to suit each locality…
In the last quarter of this year, the Provincial Ethnic Affairs Committee will also maintain and effectively implement coordination programs between the unit and relevant departments, agencies, and localities. It will continue to monitor and urge the implementation of the policy of exchange and twinning between provincial and district-level departments, agencies, and armed forces with purely ethnic minority communes and mixed ethnic minority villages. In addition, it will advise on and prepare a summary report on 10 years of implementing the policy of exchange and twinning with purely ethnic minority communes and mixed ethnic minority villages in Binh Thuan province…
