The Department of Culture, Sports and Tourism of the city is a specialized agency under the City People's Committee, with the function of advising and assisting the City People's Committee in performing state management in the fields of: culture, family, physical education and sports , tourism, press, publishing, printing, radio - television, electronic information, news agencies, grassroots information and foreign information, advertising; guiding the use of the National Flag, National Emblem, National Anthem, portrait of President Ho Chi Minh and performing tasks and powers according to the decentralization and authorization of the City People's Committee and the Chairman of the City People's Committee.
After the merger, the Department has a total of 767 civil servants, public employees and workers. The staff basically meets the requirements of professional qualifications and capacity appropriate to the job position and assigned tasks.
In the first 6 months of 2025, the Department of Culture, Sports and Tourism of the city has actively and proactively advised the City Party Committee, People's Council, and People's Committee to develop and implement mechanisms, policies, projects, and plans for the development of culture, sports and tourism.
The Department also presides over and coordinates the organization of many rich and practical cultural, artistic and sports activities. The activities are implemented according to plan, ensuring absolute safety, in accordance with actual conditions and task requirements, attracting the active participation of organizations, businesses and people. Thereby, creating a joyful and vibrant atmosphere, leaving a good impression on delegates, tourists and people of the whole city.
Along with that, the Department of Culture, Sports and Tourism has focused on implementing planning, preparing records for ranking, restoring and embellishing historical and cultural relics; building cultural heritage records. In the first 6 months of the year, the Department has proposed to rank 06 provincial relics, 02 national relics (old Hai Phong city); submitted to the City People's Committee for approval of economic and technical reports for 28/73 national relics and 137/140 city-level relics according to the Resolution of the City People's Council to carry out restoration and embellishment work.
The Department also completed the urgent renovation of 14 relics in the old Hai Phong city; completed the inventory of historical - cultural relics and scenic spots in the western part of the city in 2025. In addition, the mass sports movement continued to be promoted with many activities successfully organized, attracting a large number of people to participate. Communication, promotion and exploitation, and improvement of the quality of Hai Phong tourism products continued to be focused on, contributing to promoting sustainable tourism development.
In the past 6 months, the Department of Culture, Sports and Tourism has issued more than 50 documents directing and guiding propaganda activities in the city. The content focuses on political tasks, socio-economic development, key events, and outstanding results of sectors and localities; at the same time, promoting the potential, strengths, cultural and historical traditions and the image of dynamic and creative Hai Phong people, contributing to affirming the city's position in the cause of national innovation.
Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Minh Hung acknowledged and highly appreciated the efforts of the leaders and staff of the Department of Culture, Sports and Tourism in implementing tasks in the first 6 months of the year, especially the initiative and determination after the administrative boundary merger. However, the sector still faces difficulties in terms of policies, facilities and equipment for professional work.
The Vice Chairman of the City People's Committee suggested that in the coming time, the Department should closely follow and effectively implement the programs and plans of the City Party Committee and the Standing Committee of the City Party Committee in the fields of culture, sports and tourism. In particular, focusing on participating in the A80 Exhibition; urgently completing the plan and scenario for organizing the Con Son - Kiep Bac Autumn Festival; reviewing and perfecting the Steering Committees and Councils; inspecting approved projects, proposals and resolutions, especially those with differences between the East and West regions of the city.
The Vice Chairman requested the Department to closely coordinate with departments, branches and units to propose and implement a number of necessary policies; eliminate inappropriate projects; improve the working spirit of cadres, civil servants and public employees; pay attention to resolving the regime for cases eligible for retirement according to regulations. Regarding the office headquarters, the Department needs to review and develop an effective use plan; retain the facility with the best conditions to serve professional work, and transfer unnecessary facilities to the city./.
