The content stated in the Official Dispatch No. 4214/CD-TM signed by Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army on July 23, said that according to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 3 caused very heavy rain in the western mountainous area of Nghe An province with common rainfall from 120-200mm, many places over 300mm (in the past 24 hours), at the same time, heavy rain has occurred and will continue to occur in the upper reaches of the Ca River in Lao territory.
The flow to Ban Ve hydropower reservoir is very high, the upstream water level is rising very quickly, with the risk of exceeding the normal water level on the morning of July 23; there is a high risk of flash floods, landslides on steep slopes, along rivers and streams, and deep flooding in low-lying areas.
According to the Defense Command of Region 4, due to the circulation of storm No. 3 and flood discharge from upstream, the water level of Lam River rose to an unprecedented level, causing many communes in Con Cuong, Tuong Duong, Muong Xen, My Ly, Nhon Mai... to be isolated and deeply flooded. Hundreds of households had to be urgently evacuated.
Faced with the complicated situation of rain and floods, the Party Committee and the Defense Command of Region 4 mobilized all forces in 3 bases (Tuong Duong, Ky Son, and old Con Cuong) and militia to be on duty 24/7.

Pursuant to Official Dispatch No. 119/CD-TTg dated July 22, 2025 of the Prime Minister on focusing on emergency response to floods in the Ca River basin, to ensure the safety of people's lives and property and the State, the safety of dikes, irrigation and hydropower dams in Nghe An province, especially Ban Ve hydropower dam, the General Staff of the Vietnam People's Army requests units to strictly implement the following contents:
Continue to thoroughly grasp and strictly implement the Prime Minister's Telegrams, Telegram No. 4136/CD-TM dated July 18, 2025; No. 4160/CD-TM dated July 19, 2025 of the General Staff of the Vietnam People's Army on proactively responding to storm Wipha and heavy rain in the North and North Central regions, not being surprised by surprise. Strictly maintain the on-call regime and implement the reporting regime according to regulations.
Military Region 4 directs the Military Commands of the provinces to proactively advise local Party committees and authorities, inspect and adjust response plans and options; coordinate with departments, branches and sectors to proactively mobilize forces and means to help people evacuate people and property to safe places; ensure supplies and necessities to support people in key areas where flash floods, landslides, and deep flooding occur to support localities and people in responding to rain, floods, and search and rescue; direct units under their authority to proactively inspect and review response plans and options, ensure the safety of barracks and warehouses; coordinate and cooperate with local authorities to mobilize forces and means to participate in responding to and overcoming the consequences of natural disasters; after rain and floods, help people clean up the environment and quickly stabilize their lives.
Air Defense - Air Force, Corps 18: Check and review plans, organize forces and means to be ready to conduct search and rescue flights by air when ordered by the General Staff of the Vietnam People's Army.
The Border Guard directed the Border Guard Command of Nghe An province to mobilize forces and means to help people overcome the consequences of rain and floods.
The General Department of Logistics and Engineering, according to its functions and tasks, shall strengthen direction, urge and inspect its subordinate units to do a good job of responding to rain and floods, ensuring the safety of warehouses, factories, weapons and equipment, and preparing well for logistics and technical support for response work; proactively coordinate, issue and promptly transport supplies and equipment for rescue and relief, and be ready to mobilize forces and means to help localities respond to the consequences of rain and floods.
Units shall organize implementation and report to the General Staff of the Vietnam People's Army (through the Ministry's Command and the Department of Rescue) for monitoring and direction, according to the content of the telegram.
