Thai Binh: Building and developing Oriental medicine

After 15 years of implementing Directive No. 24-CT/TW, dated July 4, 2008 of the Secretariat on the development of Oriental Medicine and the Vietnam Oriental Medicine Association in the new situation, the Provincial Party Committee and Provincial People's Committee have paid attention to leading and directing Party committees and authorities at all levels to organize and implement and achieve many results.

The province currently has 15 traditional medicine departments in general hospitals; 233/260 health stations have traditional medicine examination and treatment departments. The cultivation and development of medicinal resources are focused on with 238/260 commune health stations having model medicinal gardens (reaching 91.54%), 100% meeting the standards of model medicinal garden of the Ministry of Health . Some areas for cultivating and processing medicinal herbs have been developed in an industrial direction. Research, inheritance and application of 50 prescriptions, medicinal plants, and treatment methods; popularization of medicinal plants and traditional medicine have been focused on. Socialization and encouragement of organizations, individuals and collectives to establish combined Eastern and Western medicine examination and treatment facilities have been promoted with 87 diagnostic and treatment rooms and 28 traditional medicine clinics; 80% of physicians open clinics at home to serve the people, typically physician Dao Viet Thoan (Quynh Phu), late physician Pham Nhat Dinh (Vu Thu)...

Over the years, the Provincial Association of Traditional Medicine has done a good job of consolidating the organization and developing members with associations established at all three levels: province, district and commune; 890 members are active in associations at all levels, closely coordinating with the health sector in professional activities and traditional medicine practice. Every year, the Association coordinates with the health sector to organize training courses and professional development to improve the skills of medical staff and members.

With the above results, the Party Committees and authorities at all levels have identified the importance of the position and role of traditional medicine in medical examination and treatment, and people's health care. Therefore, they regularly pay attention to leadership, direction, and implementation, focusing on solutions and policies on Oriental medicine; consolidate and improve the quality of activities of Oriental medicine associations at all levels; build a team of traditional medicine practitioners in both quantity and quality, meeting the requirements of protecting, caring for, and improving people's health. Through the province's mass media; the grassroots radio system; conferences, training courses, knowledge dissemination, and thematic talks; through a team of reporters and grassroots propagandists... to promote the content of caring for, protecting, and improving people's health, and treating diseases with traditional medicine. The content of the work of protecting, caring for and improving people's health is also included in the Internal Notice and Reference Information Document of the Provincial Party Committee's Propaganda Department. In particular, since 2016, the work of propagating and disseminating medical knowledge, protecting, caring for and improving people's health; the column "Science and Life" has been published and broadcast on the provincial Radio and Television Station and Thai Binh Newspaper every week.

In order to contribute to improving the quality and effectiveness of medical examination and treatment using traditional medicine methods as well as building and developing the province's Oriental medicine in the coming time, it is necessary to continue to thoroughly implement Directive No. 24-CT/TW of the Secretariat and Resolution No. 20-NQ/TW, dated October 25, 2017 of the Central Executive Committee (term XII) on the work of protecting, caring for and improving people's health in the new situation. In particular, the focus is on promoting propaganda, raising awareness for cadres, party members and people of all walks of life about the position, role and importance of the work of developing traditional medicine and the Oriental Medicine Association in health policy, caring for, protecting and improving people's health; raising the sense of responsibility, actively leading, directing and organizing the synchronous implementation of tasks and solutions for developing Oriental medicine and the Oriental Medicine Association in the new situation. Strengthen inspection, examination and handling of violations in medical examination and treatment using oriental medicine; handle subjects claiming to be "healers", "miracle doctors" who cure all diseases on social networks, advertise drugs of unknown origin, sell fake drugs widely, and poor quality medicinal herbs. Strengthen and perfect the organization of the state management apparatus for traditional medicine. Promote the socialization of medical activities, protect and care for people's health in conjunction with increasing state investment. Encourage and create conditions for organizations and individuals to establish medical examination and treatment facilities, produce and trade oriental medicine and develop medicinal herb areas in the province. Continue to complete the planning and develop the grassroots medical network in conjunction with the development of traditional medicine, invest in facilities and techniques to ensure compliance with legal regulations and in accordance with local practical conditions.
