Thai Nguyen evaluates officials using KPIs.

Starting today (June 1st), Thai Nguyen province will begin evaluating officials and civil servants using the KPI (Key Performance Indicator) method.

This is a concrete step taken by the People's Committee of Thai Nguyen province in implementing the regulations of the Government and the Standing Committee of the Provincial Party Committee on evaluating and gradually reforming the methods of evaluating and classifying the quality of agencies, units, officials, civil servants, and employees.

To implement this, Thai Nguyen has developed a set of evaluation and ranking tools to quantify the performance of agencies, units, and individuals through specific criteria and work products. The evaluation is conducted based on a combination of quantitative and qualitative methods, ensuring objectivity, transparency, fairness, and suitability to job positions.

The evaluation software will be deployed to departments and agencies under the Provincial People's Committee, communes and wards, and all officials, civil servants, and contract workers in the province's political system.

Individual performance evaluation based on KPIs is expected to be conducted using software. The province will pilot the software in several agencies and units, including the Provincial Party Committee's Organization Department, the Provincial Vietnam Fatherland Front Committee, the Department of Science and Technology, the Department of Internal Affairs, the People's Committee of Phan Dinh Phung Ward, and Cho Don Commune, before applying it throughout the province from July 2026.

The KPI-based individual performance evaluation software system will be connected and share data with the document management software for directives and operations, the electronic one-stop service software, and the software for managing officials and civil servants.

For officials holding leadership and management positions, the evaluation of task performance criteria is based on a comparison between the number of completed products/tasks (converted) during the month.

For officials, civil servants, and public employees who do not hold official positions, performance evaluation is based on a percentage score between the number of completed products/tasks (converted) and the number of assigned products/tasks.

In cases of significant content errors affecting product/work quality, 25% of the quality score will be deducted for each unsatisfactory evaluation, except in cases where the error is due to objective reasons confirmed by the competent authority.

The evaluation is based on a 100-point scale, with the general criteria group worth a maximum of 30 points and the task performance criterion worth 70 points. Results are categorized into four levels: excellent performance (90-100 points); good performance (70 to under 90 points); satisfactory performance (50 to under 70 points); and unsatisfactory performance (below 50 points).

Thai Nguyen expects and aims for the KPI evaluation software to improve administrative discipline and order, enhance the responsibility of officials and civil servants; and at the same time promote digital transformation in management and evaluate the quality of public service performance.
