Resolute in directing, operating and implementing the Central Government's policy on rearranging administrative units at all levels and organizing two-level local governments, Thai Nguyen is the first province in the country to complete the contents of the Project on rearranging commune-level administrative units and merging provinces and submit it to the Central Government on April 24.

Identifying the arrangement of administrative units at all levels and the organization of two-level local governments as the top political task, the Thai Nguyen Provincial Party Committee has issued many directive documents, fully and promptly implementing the Central's directives, resolutions, plans, conclusions, etc.

The Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the organization of local governments at two levels in Thai Nguyen province, headed by Thai Nguyen Provincial Party Secretary Trinh Viet Hung, has held many important meetings to unify and issue timely and popular strategic directions.

The Provincial Party Standing Committee and the Provincial Party Executive Committee have issued many important documents on the arrangement of administrative units at all levels and the organization of two-level local governments. In particular, Decision 2690 - QD/TU dated April 16, 2025 on assigning a member of the Provincial Party Standing Committee to be in charge of directing the implementation of the arrangement and reorganization of administrative units at all levels and the organization of two-level local governments is of great significance, so that the direction and organization of implementation are carried out in a unified and synchronous manner, in accordance with the motto "Unanimity from top to bottom, smooth operation from top to bottom".

During the time of developing the Project, the Provincial Party Committee's Propaganda and Mass Mobilization Department regularly organized public opinion meetings and press conferences to promptly grasp the thoughts and aspirations of the people. Media agencies such as: Thai Nguyen Provincial Electronic Information Portal; Thai Nguyen Radio and Television Station, Thai Nguyen Newspaper increased the time and form of communication to propagate and orient public opinion in the area.

With many different forms, public opinion collection is carried out synchronously, democratically, objectively and receives the support of the vast majority of voters.

The organization of public opinion collection was carried out in a democratic and objective spirit. Thai Nguyen people unanimously expressed their support for the Draft Project on the arrangement of commune-level administrative units of Thai Nguyen province in 2025 and the Draft Project on merging Bac Kan and Thai Nguyen provinces through ballots.

The results showed that both draft Projects received high consensus and agreement from the vast majority of voters and people of all ethnic groups in the province (up to 99.97% of voters participated in giving opinions, of which 99.21% agreed with the Draft Project on arranging commune-level administrative units and 99.81% agreed with the Draft Project on merging Bac Kan and Thai Nguyen provinces).

The results show that the rate of approval from People's Council delegates at all levels is very high (99.92% of People's Council delegates at the communal level and 100% of People's Council delegates at the district level).

At the Twenty-eighth Session (Special Session) of the 14th Provincial People's Council, term 2021 - 2026, with 100% of the Provincial People's Council delegates in agreement, the Resolution on the policy of arranging and merging Bac Kan province and Thai Nguyen province and the Resolution on the policy of arranging commune-level administrative units of Thai Nguyen province in 2025 were passed.

Thai Nguyen Provincial People's Council delegates voted to approve two draft resolutions of strategic significance to the development of the locality and the country.

At this time, the province continues to lead and direct the implementation of important tasks such as digitizing archives, arranging and setting up administrative headquarters, preparing facilities and other conditions to serve the arrangement work, ensuring no interruption of tasks, and upholding public service responsibilities to best serve the people and businesses.

The Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Party Executive Committee consulted with former provincial leaders of all periods, veteran revolutionaries, and the People so that the construction of the Project would ensure continuity and best meet the needs and aspirations of the People.

In the context requiring urgency, breakthrough, decisiveness, determination, solidarity, and unity from perception to action, the results achieved are clear evidence of the strategic vision, the decisive direction of the leader, as well as the solidarity and unity within the entire Party Committee, and the consensus of the people of Thai Nguyen province with the major, strategic policy for the development of the locality and the country.
