Speed up the implementation of key projects and works in the transport sector

On the afternoon of August 10th, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector, chaired the 7th meeting of the Steering Committee.

The meeting was conducted in a hybrid format, combining in-person and online participation, connecting the Government Headquarters with provinces and centrally-administered cities that have nationally important projects and key projects in the transportation sector.

Also attending the meeting were Minister of Transport Nguyen Van Thang, Minister and Head of the Government Office Tran Van Son, Minister of Construction Nguyen Thanh Nghi, members of the Steering Committee, and leaders of ministries, branches, and central agencies.

In his opening remarks, Prime Minister Pham Minh Chinh stated that the meeting aimed to review and evaluate the work done since the 6th session on July 13th.

Following the 6th session, ministries, sectors, and localities have proactively coordinated and made efforts to implement assigned tasks; focusing on overcoming difficulties, especially in compensation, support, and resettlement, the granting of permits for common construction materials, and accelerating investment preparation and project implementation. The situation has seen many positive changes, and many obstacles have been resolved.

For example, the Long Thanh airport project has proceeded with the selection of terminal contractors according to regulations; construction of this project must commence this August, provided that it is carried out openly, transparently, and in accordance with regulations, without allowing any corruption or vested interests to occur in the bidding and auction process.

The Prime Minister urged members of the Steering Committee and provinces and centrally-governed cities to carry out their assigned tasks with even greater speed and efficiency for development as required by the 13th Party Congress and to meet the needs of the people. Investors, contractors, and consulting firms must uphold a high sense of responsibility at this time to accelerate the progress of project implementation.

According to the Prime Minister, the three strategic breakthroughs are progressing in the right direction and must be pursued with momentum, especially given the urgent need for connecting infrastructure to support development. The Politburo has also issued resolutions on six socio-economic regions, emphasizing the need for transportation infrastructure development. Furthermore, in the face of numerous difficulties and challenges, public investment must be boosted to contribute to economic growth.

According to the Prime Minister, this is a crucial historical moment, requiring concerted efforts to complete the highway system from North to South, from East to West, and connect all regions of the country by the end of the 13th Party Congress term.

The Prime Minister requested that members of the Steering Committee and leaders of ministries, sectors, and localities focus on discussing and assessing the situation, especially identifying difficulties, obstacles, and shortcomings; and proposing tasks and solutions, particularly regarding land clearance and the supply of common construction materials…

The spirit is to be even more rapid, "only discussing action, not retreating"; obstacles are removed wherever they arise, and each level is responsible for resolving issues; words must be matched by actions, and any work must yield measurable results; ensuring the progress, quality, and safety of projects, creating new development spaces, new urban areas, service zones, and industrial zones, and generating jobs and livelihoods for the people.

The Prime Minister also requested the swift implementation of land clearance work, the rapid stabilization of the material and spiritual lives of the people, and the taking advantage of this opportunity to restructure the population.

The Prime Minister cited the experiences of Hanoi and Ho Chi Minh City, which faced difficulties in land clearance but, with high determination, these two major cities have basically cleared the land for the Hanoi Capital Region Ring Road 4 and Ho Chi Minh City Ring Road 3 projects.

The key is to have clear thinking, strong determination, and great effort to "turn nothing into something, turn the difficult into easy, and turn the impossible into the possible."

The Prime Minister affirmed that with high determination and a focus on the national interest, there is no problem that cannot be solved, no difficulty that cannot be overcome; during the process, it is necessary to cut down on cumbersome and unnecessary procedures.
