Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that the railway sector has received little attention in recent years due to the country's difficult conditions and resources; railway activities have not been commensurate with the country's development.
Recently, the Central Executive Committee, the Politburo , and the National Assembly, based on the Government's proposal, have been very active in implementing activities related to railways in general, including rectifying and restoring existing railway systems; restoring previously interrupted international railway lines, especially implementing major projects such as the North-South high-speed railway line, the railway connecting China, and urban railway lines in Hanoi and Ho Chi Minh City.

Therefore, it is necessary to establish a Steering Committee to direct, inspect, coordinate and urge relevant ministries, branches and localities to carry out investment and construction tasks in accordance with the Resolutions of the National Assembly and the Government, especially the direction of the Central Committee, the Politburo, the direction of relevant ministries, branches, agencies and localities to carry out tasks according to their functions and tasks to speed up the progress and ensure the quality and effectiveness of key national projects.
The Prime Minister affirmed that without supervision, key projects and works cannot achieve quality. Therefore, ministries, branches and localities must thoroughly understand this.

The Prime Minister emphasized that investment in railways is a large investment but highly effective. Railways are a means of neutralizing air and sea transport. Experience has shown that China and Spain have developed their economies strongly after developing their railway systems. Therefore, the issue is implementation, which requires high determination, great effort, and drastic action from the entire political system.

The Prime Minister pointed out that time is limited, there is a lot of work, high requirements while railway technology capacity is limited, there is not enough understanding of this field, and there are many relationships with common development. The Steering Committee held its first meeting and issued a Conclusion Notice, accordingly, the Prime Minister assigned 24 tasks to ministries, branches and localities to focus on removing difficulties and obstacles, speeding up investment preparation procedures for projects; at the same time, building and perfecting institutions. The Government has proposed and the National Assembly has issued a Resolution related to the railway sector; the Government will supplement and amend the Railway Law. The Ministry of Construction must coordinate with the National Assembly's Science Committee to do this.

The Prime Minister affirmed that the institution must be perfected in order to develop the railway system in a more systematic way; ministries, branches and localities have a legal basis for implementation. Therefore, we must focus on perfecting the institution right in the upcoming 9th session of the 15th National Assembly.
The Prime Minister hopes that ministries and branches will be proactive; must focus on training human resources; research and transfer of technology, finding capital sources... are important issues. Each meeting sets out tasks with implementation of "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority"; do what you say, do it, commit to it.

Regarding the upcoming tasks, the Prime Minister requested to continue reviewing mechanisms and policies for resource mobilization; promptly reporting to the National Assembly to update specific mechanisms and policies; specifically, amending the Railway Law; the spirit when submitting laws is to cut down and simplify unnecessary cumbersome procedures; it is necessary to increase the authority of the National Assembly Standing Committee; it is necessary to strengthen decentralization and delegation of power, along with resource allocation; whichever province or city passes through, that province or city must clear the land, even considering the localities investing in the construction and exploitation of stations; "localities decide, localities do, localities take responsibility"; maximizing the spirit of self-reliance of localities, the State supports construction and installation; the spirit is that the Central Government only does large projects. The Prime Minister cited the recent example, the Government boldly assigned a number of localities to build expressway sections and in fact, up to now, these expressway sections have been deployed very quickly.

The Prime Minister requested that there must be trust; noted that ministries and branches should only do work related to state management, not get involved in specific tasks; it is necessary to assign tasks to Project Management Boards and localities.
According to the Prime Minister, public investment will be reviewed. If any ministry, branch or locality fails to disburse public investment capital, the head must take responsibility and be replaced if the disbursement task is not completed for two consecutive years. Focus on implementing key projects, implementing important projects such as the North-South high-speed railway, the railway connecting key regions, the Hanoi and Ho Chi Minh City urban railway. Urgently and quickly resolve problems related to site clearance and investment procedures; increase the application of technology, improve quality and operational efficiency, access and apply advanced technologies in railway construction, management and exploitation such as building information modeling (BIM), train high-quality human resources, operate modern railway systems, and meet long-term development needs.
The Prime Minister proposed to study and develop Vietnam Railway Corporation into a large corporation to develop quickly, strongly and effectively, meeting the requirements of new tasks.
The members of the Steering Committee must be quick and bold for the Steering Committee to be quick and bold.
