On the morning of November 25th, Prime Minister Pham Minh Chinh – Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector – chaired the 8th meeting of the Steering Committee. The meeting was held in a hybrid format, combining in-person and online participation, connecting the Government headquarters with 45 provinces and centrally-administered cities that have nationally important and key transportation projects. Currently, there are 34 transportation projects with 86 sub-projects in 45 provinces and cities under the supervision of the Steering Committee. Following the Prime Minister's directives at the previous meeting, the Steering Committee members have inspected, urged progress, and resolved difficulties and obstacles, especially those related to land clearance and construction materials, ensuring project progress and improving project quality.

Local authorities at all levels have undergone significant changes in thinking and innovation in their approach, recognizing the completion of land clearance for projects as a crucial political task; some localities have established special task forces to directly supervise the process; Party committees and authorities at all levels have actively and decisively implemented land clearance work.
The North-South Expressway (Eastern section) project, phase 2021-2025, is currently under construction in Ha Tinh province.
The construction material quarry for the North-South Expressway Phase 2 project was considered a major bottleneck, but following directives, the Ministry of Transport, along with the investor, contractors, and local authorities, have coordinated and actively implemented exploitation procedures, initially achieving positive results.
Despite the achievements, some implementation tasks are still behind schedule. Regarding construction materials, the quarries of earth fill that meet the exploitation requirements have not yet met the material supply requirements for the project; the remaining land area, although not large, remains a bottleneck and a difficult and complex stage. Investment preparation and adjustments to investment policies and projects in some projects are still slow and do not meet requirements; procedures for converting forest land use purposes involve many steps, and some requirements are not suitable for the specific characteristics of transportation projects, requiring more time for implementation.

In Ha Tinh province, the North-South Expressway project (Eastern section, 2021-2025) has completed the land survey; the compensation plan approval process has reached 99.5%, and land handover to the investor has reached 98.22%. The disbursement of land compensation funds to date is 2,198.57/2,853.43 billion VND, reaching 77.52%. Regarding the relocation of power line infrastructure, localities in Ha Tinh are actively coordinating with the Ministry of Industry and Trade, Vietnam Electricity Group, National Power Transmission Corporation, and Northern Power Corporation to implement the work. Regarding the 26 resettlement areas and 4 cemeteries serving the relocation of households and graves within the project's land clearance area, 14 out of 30 areas have been completed, while the remaining 16 areas have reached 73-99% completion. The province has approved the confirmation documents for 11 out of 11 mines as proposed by the investor and construction contractor; to date, compensation price agreements for land clearance have been completed for 9 mines. |
At the meeting, delegates raised difficulties, obstacles, and existing problems; proposed tasks and solutions, especially regarding investment preparation for some projects; and resolved land clearance issues definitively, completing procedures for construction material mines serving national important projects and key projects in the transportation sector.
Concluding the meeting, Prime Minister Pham Minh Chinh affirmed: The ongoing projects demonstrate that the Central Government has allocated capital from various sources to focus on a strategic breakthrough in transportation infrastructure, striving to have approximately 2,950 km of expressways nationwide by 2025 and realizing the target of 5,000 km of expressways by 2030, as approved by the 13th National Congress of the Party.

The Prime Minister requested that members of the Steering Committee, central and local ministries and agencies carry out their assigned tasks with speed and decisiveness, proactively resolving any obstacles at their respective levels without shirking responsibility or transferring matters that fall under their purview to higher levels.
Local authorities are focusing on resolving land clearance issues definitively according to the deadlines set by the Government, concentrating on building resettlement areas and stabilizing people's lives; coordinating with relevant ministries and agencies to proactively address difficulties regarding construction material sources and meet project construction schedules.
The Ministry of Transport has instructed investors, contractors, and consulting units to uphold a high sense of responsibility, work together in unity, and continue to focus on construction with "3 shifts and 4 teams," "overcoming the sun and rain" to complete the project on schedule, ensuring quality, safety, and environmental hygiene.
The Ministry of Industry and Trade and the Vietnam Electricity Group are urgently carrying out procedures to relocate power lines to ensure the progress of the implementation of bidding packages and projects; the Ministry of Natural Resources and Environment continues to provide specific guidance to localities on implementing procedures for granting mining licenses, converting forest land use purposes, and converting forest land and rice land use purposes...
