Attending at the Lang Son provincial bridge were comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches and communes and wards where the expressway project passes through.
According to the report of the Ministry of Construction, the Steering Committee is directly directing 37 projects/95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector, with a total investment of more than 1 million billion VND.
In the first 6 months of the year, the Prime Minister chaired 3 Steering Committee meetings and assigned 100 tasks to ministries, branches and localities. The ministries, branches and localities have completed 100% of the assigned tasks. At the same time, the Prime Minister established 7 inspection teams led by Deputy Prime Ministers to inspect and remove difficulties and obstacles in expressway projects with plans to complete 3,000 km of expressway by 2025.
Regarding the implementation situation, in the first 6 months of the year, the subjects participating in the project implementation have seriously implemented the direction of the Prime Minister and the Steering Committee, achieving many positive results. Specifically, the total value of expressway projects reached more than 66.5 trillion VND; the implemented airport projects reached more than 40 trillion VND.
Regarding the implementation of the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways", ministries, branches and localities have actively and effectively implemented it. Up to now, the subjects have completed more than 2,200/3,000 km of expressways and strive to complete 3,000 km by the end of 2025. The Ministry of Construction has awarded the peak emulation campaign of 500 days and nights to 48 groups and individuals; submitted to the Prime Minister for awarding 14 groups and individuals with outstanding achievements in the emulation movements.
At the conference, localities proposed that the Prime Minister allow the extension of the exploitation period of mineral mines for common construction materials, meeting the material needs of projects under construction and projects about to start construction; apply special mechanisms to relocate technical infrastructure works at key projects; provide additional capital for projects... Contractors committed to overcoming difficulties and speeding up construction and installation of items to closely follow the progress according to the Prime Minister's direction.
Speaking at the meeting, the Chairman of the Provincial People's Committee reported on the implementation of the Huu Nghi - Chi Lang border gate expressway projects and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway. Accordingly, the province has directed the site clearance and construction of the items resolutely and effectively. Up to now, the site clearance of the projects has reached over 98.5% of the area to be recovered, and the construction is estimated at 31% of the value of the bid packages.
The Chairman of the Provincial People's Committee proposed that the Government and the Prime Minister consider adding 2,700 billion VND to allocate enough capital for the Huu Nghi - Chi Lang border gate expressway project to speed up progress.
Concluding the meeting, Prime Minister Pham Minh Chinh commended the ministries, branches, localities and investors for seriously and responsibly implementing the directions of the Steering Committee and the Prime Minister on the task of managing and implementing the project; successfully implementing the peak emulation period of "500 days and nights of emulation to complete 3,000 km of expressway". Many difficulties and problems regarding construction sites and materials were promptly resolved by ministries, branches and localities, contributing to promoting and shortening the progress of projects, creating new development spaces for localities.
With the spirit of only discussing action and not retreating, the Prime Minister requested ministries, branches, localities, investors and contractors to focus on leadership and management according to the motto of speed, boldness and breakthrough, to complete 3,000 km of expressway by the end of 2025.
The subjects assigned to manage, monitor, urge and implement projects continue to promote the spirit of proactively organizing and handling problems arising during the implementation of projects; spreading the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway" at agencies and units, along with timely rewards for organizations and individuals with outstanding achievements. At the same time, investors focus on urging contractors to organize the construction and installation of projects to ensure progress and quality while ensuring environmental sanitation and labor safety at the construction site...
