On October 22nd, the Provincial People's Committee held its regular monthly meeting to hear reports on the socio -economic situation in October, discuss and decide on key tasks for November 2024, and address other important issues. Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.

The report on the socio-economic situation in October and key tasks for November 2024, presented by the Chief of the Provincial People's Committee Office, Nguyen Trong Trang, at the meeting, clearly stated: The province's socio-economic situation in October continued to develop in most areas, notably with agricultural production remaining stable and no major outbreaks of disease affecting crops or livestock.

The National Target Program for Building New Rural Areas (NRA) continues to achieve many positive results; this month saw the establishment of 5 new rural communes, 6 advanced new rural communes, and 4 model new rural villages. Disaster prevention and control work was carried out seriously and continuously 24/7, following the "four on-the-spot" principle; the work of overcoming the consequences of typhoons No. 3 and No. 4 and floods in the province was carried out urgently and effectively, contributing to stabilizing production and the lives of the people.

Industrial production remained stable, maintaining positive growth momentum; the industrial production index (IIP) in October increased by 23.43% compared to the same period last year; most key industrial products saw increased output compared to the same period last year, with many products experiencing significant growth such as fuel oil, various types of iron and steel, and ready-made clothing.

In addition, state management of investment in construction and quality control of construction projects has been given due attention. Commercial and service activities remained stable and smooth, with the supply of goods meeting the shopping needs of the people and the production and business needs of enterprises; retail sales of goods and some service sectors in October were estimated at 17,214 billion VND, an increase of 16.1% compared to the same period last year.

State budget revenue achieved high results, with estimated revenue in October reaching 4,140 billion VND, an increase of 27.8% compared to the same period last year. Of this, domestic revenue is estimated at 2,560 billion VND, an increase of 48.9%; and revenue from import and export activities is estimated at 1,580 billion VND, an increase of 4.0%. Regarding the disbursement of public investment capital, the Provincial People's Committee issued numerous directives to all levels, sectors, and investors to focus on resolving difficulties and obstacles to accelerate the implementation and disbursement of public investment capital. As of October 20, 2024, the value of disbursed public investment capital reached 9,206.6 billion VND, equivalent to 65.2% of the plan, 10.1% higher than the same period last year...

The quality of socio-cultural activities continues to improve; the Provincial People's Committee has signed a memorandum of understanding on cooperation and support in healthcare for the period 2024-2030 with Bach Mai Hospital; social security policies and regulations are fully and promptly implemented; people's lives have improved; the entire province has launched a campaign to start construction of housing for disadvantaged families. Political security and social order and safety are ensured.

However, alongside the achievements, the socio-economic situation in October 2024 still faced difficulties and limitations, namely: The disbursement rate of public investment capital in some districts and project owners remained low compared to the overall disbursement rate of the province. The progress in issuing legal documents under the authority of the Provincial People's Council and the Provincial People's Committee to concretize new legal regulations on land, housing, and real estate business did not meet the set plan...

The identified causes of these shortcomings and limitations include: inadequate coordination among some units; insufficient capacity, responsibility, and service attitude of some officials, civil servants, and heads of departments; a lack of proactiveness and flexibility in directing the acceleration of project implementation and disbursement of public investment funds; insufficient capacity of some project management boards; and limited capacity of some investors, contractors, and consulting firms, failing to fulfill commitments in bidding documents and investment policies. Furthermore, some heads of units lacked initiative and failed to adequately supervise the implementation of tasks...

During the session, delegates analyzed and evaluated the achievements and shortcomings, while also proposing solutions for implementing tasks in the remaining months of 2024. Many important issues were thoroughly analyzed and assessed by the delegates, including: state budget revenue collection; the disbursement of public investment capital; and public health care activities.

Speaking at the session, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: In October 2024, with the attention, direction, and decisive management from the province to the grassroots level, and the efforts of all sectors and localities in fulfilling assigned tasks, the province's socio-economic development continued to progress comprehensively in all fields. The achievements in October will make an important contribution to completing the goals and plans for the whole year 2024; creating a foundation for all levels and sectors to successfully implement socio-economic development tasks in 2025 as well as complete the goals and tasks of the entire term.

Chairman of the Provincial People's Committee Do Minh Tuan agreed with the shortcomings, limitations, and key tasks for the coming period outlined in the report; he also emphasized several tasks and requested that all levels and sectors focus on implementing them, such as: urgently reviewing and finalizing legal documents under the authority of the Provincial People's Council and the Provincial People's Committee to provide detailed regulations on some articles of the Land Law, the Housing Law, the Real Estate Business Law, and guiding decrees for their implementation, ensuring compliance with prescribed procedures. Continuing to closely monitor weather developments and natural disasters to respond promptly and ensure the safety of people's lives and property.

The Chairman of the Provincial People's Committee requested that all levels, sectors, and localities focus on decisively, synchronously, and effectively implementing solutions to accelerate the progress and disbursement of public investment capital plans. He assigned the Department of Planning and Investment to develop a plan and content for a specialized conference on the disbursement of public investment capital plans in early November 2024. Simultaneously, the Department should advise the Provincial People's Committee on establishing a Steering Committee for key provincial projects and propose a list of key projects for the coming period. This task must be completed before October 30th.

The provincial departments and localities are requested to continue to boost state budget revenue collection, striving to maximize revenue to provide resources for salary reform and increased spending on development investment. They should urgently review and register the content of proposals to be submitted to the Provincial People's Council at the year-end regular session; and proactively complete the necessary documents and procedures to ensure quality, reporting to the Provincial People's Committee for consideration and submission to the Provincial People's Council as prescribed.

Regarding the digital transformation task and the implementation of Project 06, Chairman of the Provincial People's Committee Do Minh Tuan assigned the Provincial Police Department and the Department of Information and Communications to take the lead in advising on the development of the contents and tasks to be implemented in 2025 and the coming period. He emphasized that the selection of tasks must ensure that they meet the requirements of the project and are closely aligned with the practical needs of the province.

At the meeting, delegates discussed and provided feedback on the draft report assessing the implementation of the socio-economic development and national defense and security plan for the period 2021-2025 and the plan for the period 2026-2030; the draft submission requesting approval for the drafting of a Resolution promulgating a number of policies to support tourism development in Thanh Hoa province, period 2025-2030; and other important issues.
