Among the seven areas of patriotic emulation for the period 2025-2030, Thanh Hoa province has identified the completion of the system of legal documents and the effective implementation of the two-tiered government model as the top priority.

On the morning of October 29th, Thanh Hoa province held the official session of the 11th National Emulation Congress, for the period 2025-2030, with the theme "Unity, responsibility, creativity, and emulation to build Thanh Hoa into a prosperous, beautiful, civilized, and happy province".

The Vice President noted that in the coming period, the emulation and reward work of Thanh Hoa province needs comprehensive reform, ensuring timeliness, fairness, substance, exemplary value, and widespread dissemination in society. More attention should be paid to grassroots levels, mountainous areas, ethnic minority regions, and forces directly involved in labor and combat. The work of propaganda and the replication of exemplary models should be strengthened to create widespread dissemination in society.

Among the seven areas targeted for emulation campaigns in the 2025-2030 period, Thanh Hoa province prioritizes the review, adjustment, supplementation, and improvement of the system of legal documents under its authority, regulations on decentralization and delegation of power in various fields, and the effective implementation of the two-tiered government model.

The province also aims to promote excellent labor, production, and business performance; effectively implement tasks and solutions to restructure economic sectors in conjunction with innovation in growth models; and strive to effectively carry out land clearance, environmental protection, accelerate the construction progress of large and key projects, disburse public investment capital, and develop a synchronous and modern infrastructure system.

At the congress, 321 individuals and groups were honored and awarded by the Party, the State, and the People's Committee of Thanh Hoa province.

According to the report, during the period 2020-2025, through emulation movements, tens of thousands of individuals and collectives in Thanh Hoa province have been awarded by the Party, the State, the Prime Minister, and the Chairman of the People's Committee of Thanh Hoa province, including: 1 Hero of Labor in the đổi mới (renovation) period; 1 Hero of the People's Armed Forces; 10 Independence Orders; 163 Labor Orders; 67 Government Emulation Flags; 391 Certificates of Merit from the Prime Minister; 1 National Emulation Soldier; 19,619 Certificates of Merit from the Chairman of the People's Committee of Thanh Hoa province; 253 provincial-level Emulation Soldiers; 771 Emulation Flags from the People's Committee of Thanh Hoa province; and 1,030 outstanding labor collectives.
