The Standing Committee of the National Assembly voted to approve the establishment of Ben Cat City in Binh Duong province and Go Cong City in Tien Giang province on the afternoon of March 19.
Ben Cat City was established on the basis of Ben Cat town, covering an area of 234.35 km2, with a population of nearly 364,600, comprising 7 wards: An Dien, An Tay, Chanh Phu Hoa, Hoa Loi, My Phuoc, Tan Dinh, Thoi Hoa and Phu An commune. The city borders Tan Uyen City, Thu Dau Mot City, Bau Bang, Bac Tan Uyen, Dau Tieng districts and Ho Chi Minh City.
The Standing Committee of the National Assembly also decided to upgrade An Dien and An Tay communes to wards. Thus, Binh Duong province now has 4 districts and 5 cities, making it the province with the most cities in the country.

In her presentation, Minister of Home Affairs Pham Thi Thanh Tra stated that Ben Cat is one of the five important urban areas of Binh Duong province, a driving force for growth in the northern part of the Ho Chi Minh City region. This area is developing high-tech industries, clean industries, a center for research and technology transfer, a landscape protection zone along the Saigon and Dong Nai rivers, and peripheral agriculture .
By 2030, Ben Cat is envisioned as an industrial and service urban area; by 2040, it aims to become an urban center with industrial and service functions as a transportation hub; and to have a well-developed road transport system, seamlessly connecting with key routes, industrial zones, and urban areas in the southern part of the province.
Ben Cat City has 8 industrial zones and one concentrated production zone, providing employment for approximately 180,000 workers. The city's total budget revenue in 2022 reached over 2,500 billion VND, with an average per capita income of 89.4 million VND/year; and attracted over 1.5 billion USD in foreign investment.
During the review, the Chairman of the Legal Committee, Hoang Thanh Tung, stated that the establishment of Ben Cat City is in line with the planning, meets the requirements of state management in the area, and creates conditions for developing the potential and strengths of the locality. However, Ben Cat City has some low standards regarding urban quality, such as land for the construction of public service facilities; the number of medical facilities per 10,000 people; the percentage of households with electricity supply; and the area of green space...
Therefore, the Legal Committee recommends that the Government direct the authorities at all levels in Binh Duong province to closely adhere to the plans and roadmaps. The People's Committee of Binh Duong province should prioritize investment and construction according to the plan to ensure urban development goals are met, aiming to achieve at least the minimum required standards by 2025.
Establishment of Go Cong City in Tien Giang Province
Also this afternoon, the Standing Committee of the National Assembly resolved to establish Go Cong City on the basis of Go Cong town, with an area of 101.69 km2 and a population of 152,000. The city borders Go Cong Dong district, Go Cong Tay district and Long An province.
Several administrative units in Go Cong City were also reorganized, including merging the entire area and population of Ward 4 into Ward 1; and merging Ward 3 into Ward 2. Four communes in Go Cong City were upgraded to wards: Long Chanh, Long Hoa, Long Hung, and Long Thuan.
After reorganization, Go Cong City comprises 7 wards: 1, 2, 5, Long Chanh, Long Hoa, Long Hung, Long Thuan and 3 communes: Binh Dong, Binh Xuan, Tan Trung.

Minister Pham Thi Thanh Tra stated that Go Cong town is located on the Southwest economic corridor, serving as a center for historical and cultural tourism, trade, and services, connecting Ho Chi Minh City with the Mekong Delta. This area prioritizes the development of the marine economy, industrial zones and clusters, coastal ports, and maritime transport; the development of fishing and aquaculture; and the development of trade, services, and marine tourism.
In 2022, the total production value of Go Cong town reached over 7,000 billion VND, with the trade-service and industry-construction sectors accounting for 81%; economic growth rate was 10.54%; total budget revenue was 706 billion VND; and average per capita income reached 66.34 million VND.
Ms. Tra argued that establishing Go Cong city based on the entire natural area and population size of Go Cong town is necessary, meeting the requirements of economic management, planning, and fulfilling the aspirations of the local people.
