Establishment of the Council for Appraisal of the Research Report on the Drug Prevention and Control Program

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long signed Decision No. 1355/QD-TTg dated June 25, 2025 to establish the State Appraisal Council to organize the appraisal of the Feasibility Study Report of the National Target Program on Drug Prevention and Control to 2030.

Accordingly, the Chairman of the Council is the Minister of Finance .

The Vice Chairman of the Council is the Deputy Minister of Finance.

Council members include leaders of the Ministries of: Culture, Sports and Tourism; National Defense; Public Security; Justice; Agriculture and Environment; Industry and Trade; Construction; Education and Training; Home Affairs; Health; Science and Technology; Foreign Affairs ; Ethnicity and Religion.

The Council members also include Leaders of: State Bank of Vietnam ; Central Committee of Vietnam Fatherland Front.

The Ministry of Finance is the standing body of the State Appraisal Council.

The State Appraisal Council established an interdisciplinary appraisal expert team to assist the Council in performing appraisal work.

Duties of the State Appraisal Council

The State Appraisal Council has the following duties and powers: Organize the appraisal of the Program's Feasibility Study Report, submit it to the Prime Minister for consideration and investment decision; request the agency assigned to prepare the Program's Feasibility Study Report to provide documents and information related to the Program to serve the appraisal work; when necessary, request amendments and supplements to the dossier to meet appraisal requirements.

The State Appraisal Council reviews and decides on the appraisal plan and other relevant issues during the appraisal process of the Program's Feasibility Study Report.

The State Appraisal Council works collectively under the direction of the Chairman of the Council.

Duties of the standing body

The standing body of the State Appraisal Council is responsible for mobilizing the apparatus to assist the Chairman of the Council in organizing the appraisal of the Program Feasibility Study Report and the general activities of the Council; coordinating with agencies and interdisciplinary appraisal expert groups to carry out appraisal work.

Receive and check the Program Feasibility Study Report documents, send the Program documents to the Council members, prepare and submit the Program Feasibility Study Report appraisal plan; prepare programs, contents, and expected conclusions...
