On October 25-26, in Hanoi , President Luong Cuong and United Nations Secretary-General Antonio Guterres will co-chair the signing ceremony of the Convention against Cybercrime (Hanoi Convention).

According to Deputy Minister of Foreign Affairs Dang Hoang Giang, Vietnam is entering the "Era of Rising" to develop into a rich, civilized and prosperous country. To achieve this goal, as General Secretary To Lam said, the key is to maintain "peace and harmony inside and outside", "internal peace and external tranquility", and maintain a peaceful and stable environment to concentrate all resources on national development.

Meanwhile, traditional and non-traditional security risks are always present, threatening the security and sovereignty of each country, including cybercrime.

In 2019, the United Nations initiated the development of the Convention against Cybercrime - the first overarching UN instrument in this field.

The Deputy Minister of Foreign Affairs stated that from the beginning, Vietnam has actively supported this important initiative. With the motto of raising the level of multilateral diplomacy, Vietnam has always determined to actively and proactively participate in shaping international legal frameworks to best ensure national interests.

"That is the spirit and motto of our participation in the negotiation process of this Convention. We have contributed to the Convention's inclusion of basic principles, ensuring the common interests of all countries in cooperation against cybercrime, including: respect for sovereignty, national independence, non-interference in internal affairs and compliance with international law...

During the negotiation process, Vietnam also took on the role of coordinator in negotiating a number of important provisions. Vietnam's active contributions received high support from the international community. As a result, we have a complete convention, ensuring compliance with Vietnam's national interests and legal framework," Mr. Dang Hoang Giang shared.

Important mark in multilateral diplomacy

Vietnam's successful campaign to have the United Nations General Assembly choose Hanoi as the venue for the signing ceremony of the Convention and for this important document to be named the Hanoi Convention is an important milestone in multilateral diplomacy.

The Hanoi Convention, consisting of 9 chapters and 71 articles, is the result of nearly 5 years of continuous and prolonged negotiations among member countries, aiming to build a comprehensive multilateral legal framework to combat cybercrime.

The Deputy Minister of Foreign Affairs shared that the advocacy process was initiated and continuously implemented, immediately after the Convention was adopted at the Negotiating Committee and the United Nations General Assembly in the last 3 months of 2024.

This is a methodical and drastic campaign, deployed simultaneously at many levels and in many capitals, especially in countries and regions with key roles in the field of network technology, to ensure international consensus for Vietnam's hosting proposal.

Vietnam wishes to demonstrate its role as a reliable partner and continue to affirm its efforts and strong commitment to promoting multilateral cooperation.

"We will make every effort to ensure that the signing ceremony is held in the most solemn manner, in accordance with United Nations standards, ensuring the widespread participation of member countries, international organizations, social organizations and related technology corporations.

As the host country, Vietnam will be among the first countries to sign the Convention. We hope that the signing ceremony in Hanoi will attract the participation of many member countries, with at least 40 signatory countries, demonstrating strong political commitment so that the Convention can soon be ratified and put into effect according to the roadmap planned by the United Nations Office on Drugs and Crime in 2027" - Deputy Minister Dang Hoang Giang affirmed.

Deputy Minister Dang Hoang Giang said that with its mettle and experience that have been affirmed in many international processes, Vietnam can completely meet the expectations of the international community in promoting multilateral and global cooperation to solve major issues of the United Nations and the world, including challenges of cybercrime.

Regarding opportunities and challenges, Mr. Dang Hoang Giang said that no single country can solve non-traditional security challenges on its own. By taking on the pioneering role, leading global cooperation in fighting cybercrime, Vietnam has the opportunity to take advantage of international resources, from technology to human resources, and also has the opportunity to acquire experience and modern technology.

Hosting the signing and implementation of the Convention is an opportunity for Vietnam to open up many new directions of cooperation, not only in the field of preventing and combating transnational cybercrime but also in multilateral cooperation in many other fields. Besides, this is also a valuable opportunity for us to promote the image of a peaceful country, a culture rich in Vietnamese identity, and hospitable people to international friends.

However, along with these great opportunities are many challenges that Vietnam and the international community must overcome together. The ratification of the Convention is just the beginning...

It is expected that within the framework of the opening ceremony for signing the Convention, there will be a high-level plenary discussion, high-level roundtable discussions and sideline conferences on international cooperation in combating cybercrime.

This is the first time a Vietnamese place name has been associated with a global multilateral treaty related to a field of great interest to the international community.
