According to the decision, the Chairman of the Council is the Minister of Finance . The Vice Chairman of the Council is the Deputy Minister of Finance .
Council members include leaders of the Ministries of Construction; National Defense; Public Security; Industry and Trade; Agriculture and Environment; Science and Technology; Culture, Sports and Tourism and Justice and leaders of the Ho Chi Minh City People's Committee.
The Ministry of Finance is the standing body of the State Appraisal Council.
The Decision clearly states the responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Council's standing body, which are implemented respectively according to the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investments.
Members are responsible for providing their opinions within the time limit as requested by the Standing Body of the Council. If they fail to respond within the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding within the time limit. The Council is responsible for completing the appraisal report according to regulations, clearly affirming that the Project dossier is eligible for the Government's approval and submitting it to the National Assembly for approval of the Project investment policy.
The Decision requires agencies with members of the State Appraisal Council to send written nominations to the Council's standing agency (Ministry of Finance) before July 26, 2025.
The Council dissolves itself upon completion of its duties.
* The seaport system in Ho Chi Minh City is mainly concentrated in the Cai Mep-Thi Vai area, which is currently considered the most developed port network in the country. This is where many large international container ports are concentrated such as Gemalink, CMIT, TCIT, SP-PSA, SITV... with modern, synchronous infrastructure, fast ship clearance time and can accommodate ships with a capacity of up to 250,000 tons - a capacity that very few ports in Asia have.
The Cai Mep-Thi Vai deep-water port cluster plays a strategic export gateway role for the entire Southeast region, especially when the port system in Ho Chi Minh City is now close to reaching its infrastructure capacity. According to the 2024 report of the World Bank (WB) and S&P Global, this port cluster ranks 7th globally in terms of the CPPI (Container Port Performance Index), surpassing even famous transit ports such as Yokohama (Japan), Hong Kong (China) or Singapore.
Since the beginning of 2025, the port cluster has continued to make new marks. On May 17, SSIT port welcomed the Zim Wilmington ship of Zim Shipping Company (Israel) for the first time, marking its official entry into the Lone Star Express shipping route connecting Vietnam directly with the east coast of the United States. This route is also jointly operated by MSC, the world's largest shipping company, opening up more opportunities for Vietnamese goods to reach further. Notably, in the Gemini alliance recently formed between Maersk (Denmark) and Hapag Lloyd (Germany), two "giants" of the world's shipping industry, the Cai Mep-Thi Vai port cluster was chosen as the only main port in the south of Vietnam, clearly demonstrating its strategic position in the global logistics network. Currently, there are 48 international container ship routes arriving at Cai Mep-Thi Vai port every week, an increase of 11 routes compared to last year.... Therefore, investing in the Cai Mep Ha downstream port complex project, logistics center and industrial, urban and service functional area in Ho Chi Minh City is very necessary.
