Accordingly, the Dong Nai Provincial Science and Technology Development Fund (abbreviated as the Fund) is a public service unit under the Provincial People's Committee, has legal status, charter capital, its own seal, and is allowed to open deposit accounts at the State Treasury and commercial banks operating legally in Vietnam. The Fund's operations are not for profit, and it has the function of receiving, managing and using budget capital and other capital sources of domestic and foreign organizations and individuals. The Fund's headquarters is located at the Department of Science and Technology of Dong Nai.
The Fund's operating capital is formed from capital sources provided by the state budget and additional capital. In particular, the Fund's charter capital is 100 billion VND, provided once from the state budget for the province's science and technology career to carry out activities of funding, lending, loan guarantees and supporting the improvement of science and technology capacity.
In the following years, based on the Fund's performance, depending on the needs, operational capacity and the ability to balance the provincial budget, the Fund Management Board will specifically propose to the Provincial People's Committee to decide on changing the charter capital scale of the Fund based on the Fund's operational efficiency.
The Fund Management Board is established by the Chairman of the Provincial People's Committee based on the proposal of the Department of Science and Technology. The subjects receiving funding from the Fund include: national-level science and technology tasks assigned to or directly managed by the province; provincial-level science and technology tasks. The funding subjects include a number of grassroots-level science and technology tasks proposed by organizations and individuals to serve the socio-economic development of the province.
The loan subjects include projects applying scientific and technological research results to production and life to serve the socio-economic development of the province at the request of the Chairman of the Provincial People's Committee. The support subjects include activities to improve scientific and technological capacity within the province, talented young scientists not belonging to public scientific and technological organizations.
