Establishing a Drafting Team and a Working Group to develop a Circular guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism and the Departments of Culture and Society.

Minister of Culture, Sports and Tourism Nguyen Van Hung signed Decision No. 1828/QD-BVHTTDL dated June 12, 2025 on the establishment of the Drafting Team and the Working Group to develop the Circular guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism under the People's Committees at the provincial level; the functions, tasks and powers in the field of culture and information of the Department of Culture - Society under the People's Committees at the commune level.

Accordingly, the Minister of Culture, Sports and Tourism decided to establish a Drafting Team and a Working Group to develop a Circular guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism under the People's Committees at the provincial level; the functions, tasks and powers in the field of culture and information of the Department of Culture and Society under the People's Committees at the commune level.

  Drafting Circular amending, supplementing and abolishing a number of Circulars regulating decentralization and division of authority in areas under the Ministry of Culture, Sports and Tourism when organizing two-level local government.

The drafting team has 20 members, with Deputy Minister of Culture, Sports and Tourism Ta Quang Dong as Head of the drafting team; Director of the Department of Organization and Personnel Le Duc Trung as Deputy Head.

The support team has 23 members, with Head of the Department of Organization and Personnel Le Duc Trung as Head of the Support Team; Deputy Head of the Department of Organization and Personnel Nguyen Anh Tuan as Deputy Head.

The Drafting Team and the Support Team are responsible for researching and drafting the Circular and submitting it to the Minister of Culture, Sports and Tourism for promulgation; ensuring quality and progress. The Drafting Team and the Support Team will dissolve themselves after completing their tasks.

Previously, on June 6, 2025, the Minister of Culture, Sports and Tourism signed Decision No. 1730/QD-BVHTTDL on the development of a Circular guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism under the People's Committees at the provincial level; functions, tasks and powers in the field of culture and information of the Department of Culture - Society under the People's Committees at the commune level.

Accordingly, the Minister of Culture, Sports and Tourism assigned the Department of Organization and Personnel to preside over and coordinate with relevant agencies and units to develop a Circular guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism under the People's Committees at the provincial level; the functions, tasks and powers in the field of culture and information of the Department of Culture and Social Affairs under the People's Committees at the commune level according to simplified procedures.
