Nam Dinh City proactively responds to natural disasters

According to the National Center for Hydro-Meteorological Forecasting, in 2025, it is forecasted that there will be about 9 to 11 storms and tropical depressions operating in the East Sea, of which 1-2 storms and depressions will directly affect Nam Dinh province. In addition, extreme weather patterns such as prolonged heavy rains, thunderstorms, etc. continue to develop very complicatedly and abnormally. In the face of unusual, unpredictable, and irregular weather developments, in 2025, Nam Dinh city has increased proactive measures for natural disaster prevention and control (PCTT) and search and rescue (TKCN).

Through reviewing and counting the current status of dikes before this year's storm season, the city currently has 17,529km of dikes, including the right dike of the Red River, which is more than 8.1km long (from K156+621 to K164+756 level I dikes, from K164+756 to K167+294 level II dikes), the right dike of the Dao River, which is more than 5km long (from K0 to K5+043 level II dikes), the left dike of the Dao River, which is more than 4.3km long (from K0 to K4+351 level III dikes). The city has over 16km of embankments (including Huu Bi, Cong My, Hong Ha, Tan De, Bach Linh, Van Ha, Phu Long, Dao River, and Tam Phu embankments); 17km of embankments belong to My Tan commune, Nam Phong ward and Nam Van ward with a population of over 7,000 people. There are 7 culverts across the dike: Huu Bi I, Huu Bi II, Quan Chuot pumping station, Kenh Gia pumping station, Ngo Xa, Van Diep. The pumping station system includes Kenh Gia pumping station (capacity 43 thousand m3/h), Quan Chuot pumping station (capacity 57 thousand m3/h). In addition, the city also has 29 state-owned housing areas in Tran Hung Dao, Quang Trung, Nang Tinh wards... built before 1970, which have long expired, all of which are damaged and degraded; when a natural disaster occurs, it can endanger 595 households with 1,692 people. Although most of the flood control works are regularly invested in, repaired and upgraded, many dike routes have weak geology (dyke body, dike foundation), when floods from level II alarm, seepage and leakage have appeared through the dike body; many sections of the embankment roof and foot have collapsed. In addition, there are some lakes at high risk of flooding such as Truyen Truyen Lake, Vi Xuyen Lake, and Nang Tinh Lake.

To proactively respond to complex and unpredictable weather developments, the City People's Committee has strengthened the Steering Committee for Disaster Prevention and Control; assigned tasks and assigned specific responsibilities to each member. Organized a general inspection of the dyke system, embankments, and works under the dyke and specifically assessed the current status and disaster prevention capacity of the works before the rainy and stormy season; developed plans to respond to storms and super storms, evacuate people, protect key points, and protect the entire dyke line and assign targets for human resources, reserve materials, and disaster prevention equipment to communes and wards; directed the People's Committees of Cua Nam and Nam Phong wards to organize drills on the practice of evacuating people and handling landslides on the Huu Hong dike slope at Ngo Xa residential group to gain experience. The People's Committees of communes, wards, agencies and units in the city have all completed the development of plans and solutions for disaster prevention in 2025, plans to prevent strong storms and super storms, plans to prevent inland flooding, plans to evacuate people according to flood maps, and reviewed plans to mobilize human resources, means, materials, equipment and necessities; wards and communes with dikes and people living on riverbanks and weak houses must develop evacuation plans for storm and flood levels. Maintain mobile platoons in wards and communes of at least 70 people (the core is the militia force), fully equipped with tools, ready to perform tasks when needed.

Wards and communes: My Tan, Nam Phong, Nam Van, Loc Ha develop plans for evacuating people outside the riverbank, plans for evacuating people in response to flood warning levels on the Red River and Dao River. Wards and communes with dykes organize and direct the activities of the people's dyke management force according to Decision No. 2313/QD-UBND dated October 14, 2009 of the Provincial People's Committee, and the dyke patrol force according to Circular No. 01/2009/TTBNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Natural Resources and Environment). Currently, each commune and ward along the dyke has completed the establishment of a shock force of 70-200 people, the remaining communes have established shock forces of 70-100 people. The total shock force in the city is over 3,400 people. Localities promote propaganda and dissemination to raise awareness and sense of responsibility of the community for disaster prevention, control and mitigation. Strengthen the information and propaganda system, ensure timely information to the people to proactively prevent, control and mitigate natural disasters. Strengthen training on response skills, disaster prevention and control and search and rescue for standing forces and all classes of people. With the motto of ensuring "4 on-site" in disaster prevention and control, communes, wards, agencies and units in the city closely follow the specific reality of the area and assigned tasks to develop plans and response options when natural disasters occur. Proactively prepare materials, human resources, means and equipment for dike protection and search and rescue. Currently, the city has prepared 5,000m3 of reserve land in the communes of My Trung, My Phuc, My Tan, Nam Phong ward, 88 thousand sacks, 14 thousand bamboo trees, 2,288m3 of boulders, 1,185 life jackets, 14 tents, 22 rafts, 1,616 round buoys. In addition, there are on-site means of transport such as motorboats, excavators, trucks, other tools of organizations and individuals in the communes of My Phuc, My Trung, My Tan, Nam Phong, Nam Van, Cua Nam, Loc Ha, Vi Xuyen, Tran Hung Dao, Nang Tinh wards and other units in the city when needed.

Along with the work of ensuring "4 on-site", the city is urgently constructing and upgrading disaster prevention and control works according to decentralization; traffic works in places with many people passing by and serving disaster prevention and control; handling key vulnerable points that are at risk of being affected and causing harm to people when natural disasters occur; pruning, raising tree canopies, cutting down trees with pests and dangerous diseases; integrating disaster prevention and control contents into local programs and projects (new rural programs, poverty reduction programs, etc.). Propagating on the media about natural disasters and dangerous weather; urging people to tie up and reinforce houses and barns when there are storms, evacuating households at high risk of being affected by natural disasters to safe shelters according to the developed plan; protecting livestock, poultry, and aquaculture cages; monitoring, guiding and proactively implementing restrictions or bans on people and vehicles from entering deeply flooded roads and underground culverts across the road; Regularly inspect irrigation works, dredge canals, and clear water flows. Invest in renovating and upgrading sewer systems and drainage manholes for streets to ensure timely drainage; maintain and repair pumps at Quan Chuot and Kenh Gia pumping stations, and organize 24/7 drainage pump operation to meet urban drainage needs.

With the strong direction of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Nam Dinh city, the active participation of all levels, sectors and people, this year's storm season the city will proactively and promptly respond, minimizing damage caused by natural disasters, storms and floods, ensuring the safety of human life and property, contributing to stabilizing people's lives, promoting socio -economic development.
