According to the Director of Department IX, the inspection aims to implement the Prime Minister's Conclusion at the Conference on July 17, 2025, the Government Inspectorate on thematic inspection of works and projects with difficulties, obstacles, slow progress, backlog, prolongation, low efficiency, risk of loss and waste.
On behalf of the Inspection Delegation, Mr. Bui The Dung, Deputy Director of Department IX, Head of the Inspection Delegation, announced the full text of Decision No. 696 dated July 23, 2025 of the Government Inspectorate on the inspection of projects with difficulties and problems under the management of the Ministry of Industry and Trade .
Accordingly, the Inspection Delegation consists of 16 members led by Mr. Bui The Dung, Deputy Director of Department IX.
The inspection period is from the date of project implementation to July 1, 2025. If necessary, the content related to before or after the above inspection period may be reviewed. The inspection period is 45 days from the date of announcement of the inspection decision.
At the announcement of the inspection decision, Mr. Nguyen Ngoc Tuc, Head of the Department of Supervision and Appraisal of Region 1 and the fields of agriculture , environment and industry and trade (Department 1, Department XIII), Head of the Supervision Team announced the decision to establish a Supervision Team to monitor the activities of the Inspection Team under Decision No. 696 dated July 23, 2025 of the Government Inspectorate.
Deputy Minister of Industry and Trade Truong Thanh Hoai said that the leaders of the Ministry of Industry and Trade will direct the affiliated units related to the 6 projects inspected this time to give the highest priority in coordinating with the Inspection Team.
The Ministry of Industry and Trade will direct investors and project managers of 6 units, especially those using ODA capital, to strictly comply with the information reporting regime to ensure the completion of common tasks as directed by the Prime Minister assigning tasks to the Government Inspectorate and the Ministry of Industry and Trade.
Deputy Inspector General of the Government Le Tien Dat stated that the Government Inspectorate announced Decision No. 696 on inspections at projects under the management of the Ministry of Industry and Trade, in order to implement the direction of the General Secretary, Head of the Central Steering Committee on preventing and combating waste and negativity and the direction of the Government leaders.
The Government Inspectorate has issued a plan for specialized inspections on preventing and combating waste in the management and use of housing and land facilities managed by state-owned agencies, organizations and enterprises; a plan for specialized inspections of works and projects with difficulties, obstacles, slow progress, long backlogs, low efficiency, and risks of loss and waste.
At the same time, it is emphasized that this inspection aims to clarify the causes of problems, slow progress, low efficiency, risk of loss and waste of resources for 6 projects with difficulties and problems under the management of the Ministry of Industry and Trade. On that basis, report to competent authorities for consideration, handling and resolution in order to free up resources, contributing to promoting economic development.
The Deputy Inspector General of the Government requested that the inspection process must avoid disrupting the normal operations of the inspected units. The inspection team must seriously and fully implement the contents in accordance with the provisions of law and the inspection plan approved by the Inspector General of the Government, ensuring the right focus, key points, quality and highest efficiency; members of the inspection team must properly perform their duties and tasks according to the assigned authority.
