
According to Mr. Bui Quoc Hung, self-produced and self-consumed rooftop solar power is electricity that people invest in and produce themselves with the main goal of serving their own needs, and there may be a surplus that can be sold to the national grid.
Because most households are currently connected to the national grid, buying electricity from EVN for daily life and production, when installing rooftop solar power, people will both consume the electricity produced and use the national grid when there is no sun (mainly at night).
Therefore, there needs to be a notification mechanism, without registration or permission, so that the management unit can grasp capacity information and regulate the balance of electricity supply and demand appropriately.
The notification is for technical coordination, not administrative procedures. Without information, the electricity industry will have difficulty calculating load balancing, leading to times when households do not have solar power, the grid supply may be passive.
Currently, the Ministry of Industry and Trade is being assigned by the Prime Minister to develop a new regulation to encourage the development of rooftop solar power, in order to create a clearer and more open legal corridor. In particular, many administrative procedures are cut and many support and incentive policies are more practical.
People can borrow preferential loans and can receive additional support of 2-3 million VND if they invest in rooftop solar power projects.
The procedure will be very simple, only need a single set of registration documents, sent to the electronic information portal at the commune level or the local electricity unit. Upon receiving the notification, the electricity unit will automatically coordinate with relevant agencies to support, technical inspection, installation and operation.
This draft regulation is being finalized and is expected to be submitted to the Government for promulgation in the near future.
For more information, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that electricity is a special technical field, so there needs to be a team of consultants and installation units to support people.
The Ministry is also directing localities to increase propaganda and support households, while continuing to review and further simplify procedures.
