The Ministry of Industry and Trade has just sent the Ministry of Justice for appraisal of the draft Decision of the Prime Minister on support policies for households to install self-produced and self-consumed rooftop solar power and electricity storage systems. It is expected to be applied until the end of 2030.
In this draft, the Ministry proposes that households will be supported with 1-1.5 million VND in investment capital for self-consumed rooftop solar power if they do not install a battery to store electricity; in case they install a battery to store electricity, they will be supported with an additional 1-1.5 million VND (subject to minimum conditions on installed capacity). Households receiving support must commit to using the system for at least 3 years.
The drafting agency calculates the support level based on the installation cost (about 12-15 million VND/kWp, including storage equipment) and the average electricity demand of the household. The goal is that by 2030, 50% of households (about 14 million households) will install solar power for self-use, with a total support budget estimated at about 42,000 billion VND, equivalent to 250 billion VND per province/year.
Regarding loans, instead of supporting interest rates through commercial banks as in the previous plan, the new draft proposes lending through the Social Policy Bank, with an interest rate of 8.4%/year and overdue debt calculated at 130% of the loan interest rate. The maximum loan term is 3 years.

Specifically, households installing rooftop solar power for self-use can borrow up to 20 million VND, equivalent to 4 million VND/kWp, applicable to systems up to 5kWp. If installing additional batteries to store electricity, the maximum loan is also 20 million VND, equivalent to 2 million VND/kWh, for a capacity of up to 10kWh.
Households installing rooftop solar panels are also expected to receive technical support upon request. Within 5 working days of receiving the request, the local electricity unit must provide instructions on installation and safe connection. The People's Committee at the commune level is responsible for providing guidance on design, construction safety and fire prevention and fighting suitable for the household's housing.
Households wishing to receive support must have a rated capacity of photovoltaic panels of 1kWp or more, and the electricity storage system must be 2kWh or more.
The application for support for rooftop solar power installation for households includes: Application for support (according to the form issued with the Decision), a copy of the notice or registration for developing self-produced and self-consumed solar power sources according to Decree 58/2025 and a power of attorney in case there are multiple homeowners.
The application is submitted to the People's Committee of the commune where the household installs the system, in one of three ways: in person, by post or online on the public service portal. Each household submits one set of application.
