Following inspections by seven government -established task forces, construction sites of key transportation projects continue to face obstacles to accelerate progress, contributing to the goal of completing 3,000km of expressways by 2025.


Mr. Nguyen The Minh, Deputy Director of the Department of Economic and Investment Management of Construction ( Ministry of Construction ), said that resolving the obstacles focuses on three major issues.

Focus on resolving three major issues.

How do you assess the changes on the construction site following the inspections by the seven working groups?

Over the past period, ministries, departments, localities, investors, consulting units, and contractors have made great efforts in organizing and implementing key transportation projects, especially those planned for completion this year.

There isn't much time left until the end of 2025, while the remaining workload is enormous. Although the working group has directed the handling of some difficulties and obstacles, potential risks still remain.

The Department will continue to advise the Ministry of Construction to organize working groups led by deputy ministers to periodically inspect the implementation of projects in order to provide guidance, resolve difficulties and obstacles, and expedite progress.

Most projects are on schedule. However, in some projects, due to various reasons, progress is slow and has not met expectations.

The Prime Minister has established seven working groups, led by Deputy Prime Ministers, to directly inspect the sites and work with investors and local authorities to resolve difficulties and obstacles.

During the inspections, the working group requested that investors and units learn from practical experience and promptly reorganize construction; they must not be negligent or complacent; and they must organize construction in "3 shifts, 4 teams" to compensate for the delayed output and ensure progress and quality.

What obstacles have been identified and overcome, sir?

Following inspections by seven working groups, each locality and each ministry and sector has been assigned specific tasks. The focus of resolving obstacles is on three major issues.

Regarding land clearance work, localities such as Tuyen Quang (Tuyen Quang - Ha Giang project), Khanh Hoa (Khanh Hoa - Buon Ma Thuot project), Dong Nai (Bien Hoa - Vung Tau project, Ho Chi Minh City Ring Road 3), Quang Tri (Van Ninh - Cam Lo)... need to mobilize the entire political system to complete the handover of all land by March.

Regarding construction materials, provinces with material mines in the South (Tien Giang, Ben Tre, An Giang, Kien Giang, Dong Nai, etc.) have been assigned supply targets for each project and have completed all related procedures to enable mining and supply in March. The Government inspection team also urged Da Nang City and the provinces of Tuyen Quang and Ha Giang to expedite the procedures for granting quarry licenses, ensuring that contractors do not lack materials.

Regarding funding, the Ministry of Finance is tasked with coordinating with localities to balance and regulate funding, ensuring there is no shortage of capital for projects planned for completion in 2025, especially the Tuyen Quang - Ha Giang and Cao Lanh - An Huu projects.

Many projects have had their timelines shortened.

During the inspections, the investors reported on the progress of the ongoing expressway projects, and whether they are ensuring the target of completing 3,000km by the end of 2025 as directed by the Prime Minister, sir?

To achieve the national target of having 3,000km of expressways, the Ministry of Construction, local authorities, and the Vietnam Expressway Investment and Development Corporation (VEC) are currently implementing 28 projects/component projects with a total length of approximately 1,188km.

Deputy Prime Minister Nguyen Hoa Binh, head of Task Force No. 1, inspected the Hoa Lien - Tuy Loan expressway project on March 13.

As of the first week of March 2025, 16 projects (total length 786km) are underway, closely adhering to the completion plan for 2025. Many projects with favorable conditions will strive to shorten construction time by 3-6 months compared to the contract, such as: the North-South Expressway sections from Bai Vot to Ham Nghi, Ham Nghi to Vung Ang, Bung to Van Ninh, and Van Phong to Nha Trang; and the Bien Hoa - Vung Tau Expressway section through Ba Ria - Vung Tau province.

There are 12 projects (total length 402km) still facing difficulties regarding land clearance and construction materials. The relevant units need to be decisive and focused on resolving these issues, organizing construction in "3 shifts, 4 teams" to ensure completion in 2025.

Typically, in components 1, 3, and 5 of the Ho Chi Minh City Ring Road 3 project, land clearance work is still incomplete in some areas. The project requires the mobilization of more than 6 million cubic meters of sand to complete the embankment work.

For components 1 and 2 of the Bien Hoa - Vung Tau expressway, a large amount of land clearance work remains; there is still a shortage of 3 million cubic meters of soil to complete the embankment work before the rainy season (in May 2025).

Component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot expressway (68km long) in Khanh Hoa province still have approximately 2.2km of land that has not been handed over, and construction output remains low.

Regarding the Tuyen Quang - Ha Giang project, land clearance in Tuyen Quang province has not met requirements; procedures for granting permits for soil and stone exploitation are still slow; and construction implementation faces difficulties in allocating funds from the local budget.

According to him, which projects require a high level of focus on addressing difficulties in order to meet the required deadlines?

As mentioned above, of the 28 projects included in the 3,000km expressway plan currently underway, 12 projects require decisive action from investors and local authorities to overcome difficulties, and contractors to exert their full effort to ensure the required progress.

For other projects, even if they are basically on schedule, investors and contractors must absolutely not be complacent, but need to closely monitor the implementation situation and promptly make adjustments to suit the actual conditions.

Promptly identify and address underperforming contractors.

Nearly seven months after the Prime Minister launched the 500-day intensive emulation campaign to complete 3,000km of expressways, have there been any changes at the construction sites of these projects, sir?

Immediately after the peak emulation campaign was launched by the Prime Minister, construction sites were imbued with new enthusiasm. At each project, the number of machines, equipment, and personnel mobilized by contractors increased by 1.5 to 2 times compared to the period before the campaign was launched.

A section of the Van Phong - Nha Trang expressway has been completed and is expected to open to traffic on April 30th.

In response to the peak emulation campaign, the Department of Economics - Investment and Construction Management also coordinated with the Department of Organization and Personnel to launch an emulation movement at projects, clearly defining criteria and specific timelines for each work item.

Periodically, a review and reward process is conducted to promptly encourage individuals and groups with outstanding achievements and innovative approaches, fostering competition within each unit and among project management boards with the goal of shortening construction time and completing projects with the highest quality and aesthetics.

After nearly 7 months since its launch, some projects have accelerated, basically completing the road surface construction, such as the 70km section from Van Phong to Nha Trang. Some projects, such as the Bai Vot (Ha Tinh) to Cam Lo (Quang Tri) section, are making efforts to implement construction and complete them simultaneously by September 2nd this year.

Recently, delays in construction implementation have still occurred among some contractors. How does the Department of Economics and Construction Investment Management advise the Ministry of Construction's leadership to direct investors to improve the sense of responsibility of construction units, sir?

Besides objective reasons such as land clearance, shortage of construction materials, unfavorable weather conditions, and unseasonal rains, some contractors have also failed to meet the required progress schedule.

Based on its assigned functions and tasks, the Department of Economic and Investment Management in Construction has regularly inspected construction sites and assessed progress weekly and monthly to advise the Ministry of Construction leadership on criticizing and reminding contractors who are behind schedule, and directing project management boards to reallocate work volume for underperforming construction units.
