Clearly define the responsibilities of each party
At the end of July 2025, the City People's Committee issued the Regulations on coordination in compensation, support and resettlement when the State reclaims land in the city. This is a timely and necessary solution, clearly defining the responsibilities of departments, branches, units and local authorities in coordinating the implementation of site clearance. Close coordination will help resolve difficulties and problems in site clearance as soon as they arise.
The coordination regulations consist of 3 chapters, clearly defining the scope and principles of coordination according to each step of the process, from project preparation, surveying records, determining the scope of land recovery, to land recovery notification, inventory implementation and preparation, appraisal and approval of compensation plans.
The coordination regulations clearly define the roles and responsibilities of each party, from departments, branches, commune-level People's Committees, Project Management Boards to people whose land is recovered. This is an important factor in the context of strong decentralization, helping to avoid overlapping and shirking responsibilities. Right from the preparation stage, the Project Management Board must coordinate with the commune-level People's Committees and surveying units to accurately determine the location, scale, boundaries and number of affected households, as a basis for the next steps. The Chairman of the Commune-level People's Committee presides over the establishment of a Compensation, Support and Resettlement Council with the participation of representatives of departments, branches, Project Management Boards, village heads, residential areas and people. Having people's representatives ensures transparency, democracy, and consensus from the beginning. After that, the Council will develop a land recovery plan and disseminate policies and guidelines to the people.
Mr. Vu Anh Dung, Head of the Economic - Land Valuation Department (Department of Agriculture and Environment) said: Previously, Hai Phong city and Hai Duong province (old) had not issued documents regulating the coordination between state agencies in compensation and support when the State reclaims land. In reality, when implementing the 2-level local government model, many communes and wards encountered difficulties in compensation, support and resettlement when the State reclaims land. The promulgated regulations focus on detailing the contents that need to be coordinated in compensation, support and resettlement when the State reclaims land; issues that are still unclear in legal regulations or are still entangled in practice. At the same time, the promulgation of the regulations will contribute to removing obstacles and speeding up the implementation of public investment projects in the city.

Open, transparent and create consensus from the people
The coordination regulations in compensation, support and resettlement when the State acquires land in Hai Phong city are expected to remove major "bottlenecks", helping the site clearance process to be carried out quickly, publicly, transparently and creating consensus from the people.
Mr. Nguyen Anh Tuan, Deputy Director of the West Hai Phong Construction Investment Project Management Board, said: “From the project management perspective, we see that this Regulation removes many obstacles for the boards. Previously, when implementing the project, coordination with the commune-level authorities in site clearance work often encountered some difficulties, leading to slow progress. Now, with the clear assignment of responsibilities to each party, the units can be more proactive, coordinate more smoothly, reduce unnecessary cumbersome procedures and speed up the project progress.”
On the local side, Mr. Nguyen Quang Dien, Chairman of the People's Committee of Do Son Ward, said: "Determining the origin of land and assets on land is one of the most difficult tasks, easily leading to complaints. The new regulations clearly define the responsibilities of the parties, creating conditions for the locality to have a solid legal basis to work with the people, minimizing disputes. The regulations strictly regulate the coordination between the parties, also quickly and thoroughly resolve the reflections and recommendations of people whose land is recovered, ensuring the legitimate and legal rights of the people and the overall development of the city".
Accelerating site clearance is a key factor in determining project progress and the rate of public investment disbursement. The issuance of the Coordination Regulations by the City People's Committee on compensation, support and resettlement demonstrates a strong determination to remove obstacles, accelerate project progress, promote socio -economic development and create momentum for sustainable growth.
