Many projects are awaiting resolution.
According to a report by the Ho Chi Minh City Department of Finance, the city has reviewed 838 stalled projects, works, and land plots with a total area of over 17,000 hectares. Of these, 417 projects have been identified as having completed the resolution of outstanding issues; the remaining 421 projects are assessed as having basically resolved issues or are continuing to be processed as directed.
However, according to feedback from the business community and the Ho Chi Minh City Real Estate Association (HoREA), the above figures do not fully reflect the difficulties facing the market. Mr. Le Hoang Chau, Chairman of HoREA, stated that the group of projects classified as "basically completed in terms of resolving obstacles" still face many obstacles that prevent businesses from implementing investment or exploiting the land.
Following Ho Chi Minh City's announcement of a list of 838 projects, HoREA (Vietnam Real Estate Association) has added 102 more projects facing long-standing difficulties and obstacles. Many large-scale projects by companies such as Quoc Cuong Gia Lai , Van Phuc Group, and other investors are still experiencing delays in issuing land ownership certificates, financial obligations, and investment procedures. For example, at the Lavida Plus project in Tan Thuan commune, developed by Quoc Cuong Gia Lai, residents have been living there since 2021 but have yet to receive their ownership certificates. A portion of the project cannot be further developed due to incomplete legal procedures.

Lan Anh One-Member Limited Liability Company currently has 8 projects facing legal issues, significantly impacting its financial operations and implementation progress. Specifically, the Lan Anh 7B expansion project is facing difficulties due to delays in calculating the land use conversion fee, causing problems for the company, banks, and residents. The Lan Anh 10 project has had to temporarily halt construction despite nearly completed infrastructure due to delays in calculating the land use conversion fee. According to the company, continuing with road paving would significantly increase land prices, creating substantial financial pressure, thus forcing them to stop.
Meanwhile, the Lan Anh 11 project in the former Chau Duc district, although considered compliant with the planning regulations, has been criticized for encroaching on the lakebed, causing the application process to drag on for many years. At the same time, the adjustment of the Bien Hoa - Vung Tau expressway route through the project site has forced the company to hire a consulting firm to revise the planning, incurring additional costs, yet the application remains unresolved.
Specifically, the Lan Anh 12 project in Phu My commune, although included in the province's housing development plan and reported to the Ministry of Construction , has had its land use plan adjusted by the local master plan, changing approximately 28 hectares from commercial and service land to limited green space or resulting in a suspended planning status…
Update on project facing difficulties.
Recently, the Ho Chi Minh City Department of Finance issued urgent document No. 13225/STC-KTĐN to departments, agencies, People's Committees of communes, wards, special zones, and the business community and investors in the area regarding the provision of information on difficulties and obstacles of projects. This move aims to implement the directives of the Central Government and the City People's Committee in decisively removing bottlenecks for long-standing stalled projects, urgently completing them for operation to promote economic growth and combat waste.
To ensure that no projects not yet included in the compilation are overlooked, the Department of Finance requests that organizations and units urgently review and compile a list of projects (including public investment, private investment, and PPP) that are facing emerging difficulties but were not previously included in the list of 838 projects.
Data generated from this online system will serve as the sole official database for compilation and reporting to the City People's Committee. Therefore, the Department of Finance emphasizes that organizations and units are responsible for the accuracy and truthfulness of the information; content submitted through the system cannot be edited, supplemented, or withdrawn.
For cases where paper documents or reports have been previously submitted to the Department of Finance, it is mandatory to re-enter the information on System 45. The Department of Finance will not be responsible for compiling data for cases where the data is not re-entered on the system.
To coordinate the resolution, Mr. Le Hoang Chau also requested that real estate businesses and investors carefully study the guidelines, thoroughly review the information, and promptly update it into System 45 (or scan the attached QR code) before 3 PM on May 24, 2026. In particular, businesses that have submitted reports on their problems to HoREA from May 13, 2026 to the present must still resubmit their reports on the Department of Finance's system and send a copy to the Association for monitoring and support.
Mr. Chau stated that this is a "precious opportunity" and also the "last opportunity" for the business community and the government to definitively resolve long-standing legal bottlenecks. Resolving these obstacles will not only support businesses but also help unlock land resources and investment capital, contributing to the city's economic growth targets from 2026 onwards.
All proposed information must be entered and declared online through the "Data System for Difficult and Long-Standing Projects and Works Requiring Resolution in Ho Chi Minh City" (System 45) at the address: https://ht45.tphcm.gov.vn. The deadline for receiving submissions is from the date of issuance of this document until 3 PM on May 24, 2026. After the above deadline, the Department of Finance will cease receiving information on difficulties and obstacles.
